SUMMARY OF DUTIES:
Leads and directs Environmental Compliance activities and remediation and compliance-related projects in a specific region in support of Amtrak's Environmental Policy. Provides regulatory and technical guidance and oversight on environmental permits, plans and training programs to support Amtrak facility management and operations-based environmental staff. Provides regulatory and technical guidance to project managers and construction managers on Amtrak construction projects.
ESSENTIAL FUNCTIONS:
  • Provide regulatory and technical guidance and direction to Amtrak Operations management (including Mechanical; Infrastructure, Maintenance and Construction Services (IMCS);Transportation); other department managers) and operations-based environmental personnel to maintain compliance with federal, state and local environmental laws and regulations at Amtrak facilities. Facilities and operations include maintenance facilities, rail yards, stations, offices, railroad right of way, and other facilities within a multi-state territory. Stay current on applicable environmental laws and regulations and advise on regulatory matters within territory.
  • Provide technical guidance and final review and approval in obtaining facility environmental permits and plans Develop and maintain Compliance Calendar and Facility Environmental Manual for all sites in territory, as required. Participate in environmental audit activities pertaining to sites within territory. Manage current records and data in on-line information systems, track performance, and produce reports.
  • Advise Amtrak department management and operations-based environmental personnel on implementing internal environmental procedures, training programs, recordkeeping, and other components of the Environmental and Sustainability Management System (ESMS) and support program implementation.
  • Initiate and manage capital and other projects at sites within territory. Responsible for developing spend forecasts, budgets, and schedules; hiring and managing contractors and designers; managing spending and schedule; and tracking projects to completion. Projects managed may include remediation, pollution prevention, and related construction projects, such as wastewater treatment or sewer construction, ranging in size from under $5K to multi-million, over time periods from one week to multiple years.
  • Follow Amtrak project management processes and controls to accomplish project objectives, with direct or indirect supervision from the Senior Program Manager Environmental.
  • Evaluate a variety of projects and activities (including real estate acquisitions and sales, construction projects, and operational changes) initiated by Amtrak departments and external entities for liability assessment and potential environmental or sustainability impacts. Review scopes of work from an environmental and sustainability perspective for Requests for Proposals (RFPs).
  • Provide environmental review and support throughout the life cycle of assigned capital projects of varying size, including but not limited to: review project designs and provide guidance on environmental issues and requirements; coordinate hazardous materials surveys and/or review reports and abatement workplans; provide comments on environmental contract requirements; participate in construction project meetings. Provide guidance to Amtrak Project Managers and Construction Managers in managing Environmental Compliance and remediation plan requirements, as applicable, during construction.
  • Lead and coordinate communications among various stakeholders including other Amtrak departments, other railroads, state partners, regulatory agencies, community groups, and other organizations on environmental issues, projects, meetings, and events.
  • Provide information and project support for corporate environmental and sustainability initiatives, such as annual greenhouse gas inventory, annual sustainability reporting, public events and communications, and corporate and regional initiatives such as recycling, energy efficiency projects, and emissions reduction.

MINIMUM QUALIFICATIONS:
  • Bachelor's Degree in Engineering, Environmental Sciences or related science degree
  • 6+ years managing Environmental Compliance programs
  • 3 years experience with California environmental regulations and compliance
  • Demonstrated experience managing all phases of environmental projects
  • Must have work authorization in the United States

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES:
  • Strong knowledge of federal and state environmental regulations and programs
  • Strong written and oral communication skills with ability to present complex technical and project information
  • Ability to network with internal and external stakeholders and leverage relationships to resolve complex issues
  • Demonstrated experience managing multiple projects simultaneously
  • Ability to work effectively in a matrix-managed environment

PREFERRED QUALIFICATIONS:
  • P.E. or other professional environmental or engineering certification
  • Project Management Professional (PMP) certification
  • Advanced degree in engineering, environmental sciences or related science degree
  • Knowledge of environmental remediation technologies
  • Experience developing or implementing sustainability programs or initiatives
  • Experience working with Environmental Management Systems or similar systems
  • Experience managing projects and compliance activities in the transportation industry

WORK ENVIRONMENT:
  • Frequently works in an office environment; constantly sits, stands, walks; may occasionally lift, carry, push or pull objects of various weights; may reach, kneel, crouch, bend or twist in order to perform administrative tasks such as filing, retrieving materials.
  • Frequently works in the field, including rail yards, maintenance facilities, and right-of-way, subject to walking on uneven surfaces, climbing over obstacles, and climbing ladders.
  • Frequently uses a computer keyboard, monitor and mouse to perform a variety of tasks.
  • Frequently reads and analyzes hard copy or computer screen material and writes memos, email or reports as appropriate.
  • Frequently acquires new knowledge, skills and tasks, both complex and simple, in order to maintain effectiveness in position.
  • Frequently handles multiple projects simultaneously and frequently resolves problems with competing priorities.
  • Conducts in person and/or telephone dialogues as appropriate to manage and conduct the flow of work.
  • Frequently or occasionally travels throughout and outside the region as required, via train, airplane or automobile (25 - 50% travel).
  • Constantly works in a fast-paced, time sensitive environment with frequently changing priorities.
  • Occasionally works extended hours and may be required to be on call and available on an emergency basis.
  • Occasionally works in crisis situations requiring fast long-reaching decisions based on incomplete information/data.
  • Occasionally works outdoors and may be subject to adverse weather conditions

COMMUNICATIONS AND INTERPERSONAL SKILLS:
  • Must have excellent oral and written communication skills.

The salary/hourly range is $94,300 - $122,256. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
