SUMMARY OF DUTIES:

Amtrak’s William H Gray III 30th Street Station – Philadelphia (PHL) is Amtrak’s 3rd busiest, serving over 8 million passengers per year. The station is over 90 years old, listed on the National Register of Historic Places, and an important gateway to the Philadelphia region for Amtrak, Septa and NJ Transit. Amtrak is currently undertaking a comprehensive station redevelopment and historic restoration as part of the first phase of a wider District Plan to expand and enhance rail passenger capacity. The station redevelopment and restoration (Program) is being delivered through a Public Private Partnership (P3) with improvements planned at platform level, concourse front and back of house spaces, exterior plazas, as well as Amtrak’s corporate offices on the upper floors. Amtrak’s Stations Capital Construction – PHL Department is responsible to execute this Program through the P3 Design-Build effort, as well as coordinate with construction projects in and around PHL, either Amtrak Capital or Third Party.

Under the direction of the Director Major Stations, the successful candidate will execute all aspects of construction project management for multiple design and construction projects. The incumbent will also interface with a diverse array of internal and external stakeholders, and provide support and direction to Capital Construction Managers.
The Senior Manager Capital Construction provides leadership and guidance for achieving best practices in construction management and project delivery methods. The incumbent is responsible for providing management support in delivering projects that provide improved system safety and security, state of good repair, facility upgrades and enhancements, third party project support and system expansions. In addition, the incumbent coordinates the in-house construction efforts of the program within Amtrak-owned and/or maintained facilities and right-of-way.


ESSENTIAL FUNCTIONS:

  • Coordinates Amtrak resources and has the overall responsibility for the planning, coordination Integration, execution and tracking of PHL Construction Program, including technical or engineering management requirements to support the efficient operation of a specific function or department
  • Responsible for all construction management functions including design review and resource planning, scheduling and integration, outage planning and protection implementation, continuous operations, cost control, reports and closeout with respect to construction of the PHL Construction Program.
  • Manages the development, review, approval, and implementation of all PHL SSSWP Requirements and SSSWP approval process to ensure timely approval to maintain P3 construction contractor and project schedule
  • Manages Amtrak internal and owner’s representative contractor teams to ensure safe and efficient Construction Program delivery
  • Develops and fosters interpersonal relationships and provides guidance, direction and support to subordinates and cross-functional teams to ensure the effective utilization of Amtrak resources such that all financial and schedule aspects of assigned projects are properly managed and controlled
  • Responsible for the implementation of technical standards, policies, and procedures related to a specific discipline
  • Responsible for the development, planning, budgeting, coordination and scheduling of resources, protection, and outages required to accomplish construction of the PHL Construction Program
  • Responsible for coordinating Amtrak Capital Construction with facilities operations and maintenance
  • Establishes and manages planning, scheduling and cost control policies, practices, and procedures
  • Ensures effective utilization of Amtrak staff and force account labor
  • Builds and maintains relationships with internal/external customers to accomplish objectives and provide effective communication
  • Provides input on the planning for delivery of PHL projects to ensure the efficient use of resources and adherence to Amtrak’s business plan
  • Directs the development of scope, schedules, estimates and cost-control measures for both short and long-term resource planning relating to the PHL Construction Program
  • Manages Amtrak project budgets

MINIMUM QUALIFICATIONS:

  • Prior satisfactory job performance required
  • Must have extensive railroad industry experience or relevant experience (e.g./ construction and field production methods, operations and procedures) sufficient to plan and direct activities
  • Demonstrated project management and supervisory experience
  • Demonstrated planning, scheduling, budget, and finance/cost control experience
  • Knowledge of FRA regulations, OSHA requirements, and other federal, state, and local regulations and standards sufficient to ensure compliance
  • Experience demonstrating skill using PC-based word processing and spreadsheet software (e.g., Word, Excel) sufficient to prepare correspondence and manage budget
  • Extensive experience in infrastructure improvement planning
  • Experience managing employees; strong ability to mentor other employees
  • Demonstrated ability to work under tight time constraints, pressure and multiple priorities
  • Demonstrated experience in managing complex programs in an operating environment
  • 11 years relevant experience required.

PREFERRED QUALIFICATIONS:

  • Extensive construction project management and supervisory experience
  • Knowledge of Amtrak policies, NORAC operating rules, RWP, AMT2, and MW1000 sufficient to ensure compliance
  • Experience with ARROW
  • Knowledge of applicable labor agreements sufficient to ensure compliance
  • Strong interdepartmental leadership with the ability to identify problems and develop solutions
  • Extensive experience in railroad maintenance and construction
  • Bachelor's degree in civil engineering
  • 13+ years’ experience preferred.


COMMUNICATIONS AND INTERPERSONAL SKILLS:

Must have excellent oral and written communication skills.


The salary/hourly range is $135,800-$176,040 for the Sr Mgr Capital Construction position. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
