What we’re looking for:

The Sr. Manager, Learning and Special Projects will create, implement and maintain talent development processes and programs that align with the agency’s strategic goals and key organizational effectiveness initiatives. They will also serve as “thought leader” on opportunities to improve organizational performance, productivity and cultural change.


What you’ll be doing:

  • Develops and delivers leadership development and employee enrichment programs
  • Identifies organizational people strengths/gaps and devises strategies to strengthen and build leadership capabilities
  • Leverage assessments, performance reviews and various forms of input to help leaders identify high potential and technical talent
  • Implements and supports continuous bench-strength succession planning efforts
  • Delivers detailed analysis of workforce trends providing talent management consultation to leaders and HR partners and coordinating various talent management projects and assignments
  • Prepare and execute learning strategies including frameworks, tools, communications, data collection and analysis
  • Implements consistent measurement models and supports teams with timely as well as accurate talent metrics
  • Provide strategic performance consulting and organizational effectiveness solutions
  • Create, design and implement professional development resources to support employees and leaders
  • Create, maintain and enhance orientation and onboarding strategies designed to retain top talent
  • Liaise with other training departments to enhance learning, development and onboarding programs and processes
  • Build and maintain a strong functional team through training, coaching, team building and knowledge sharing
  • Complete ad-hoc and special projects as necessary based on business needs or changes
  • Other duties as assigned

Requirements:

  • Bachelor’s degree in Human Resources or related field required; Master’s degree preferred
  • Seven or more (7+) years of experience in learning and talent development
  • Experience in facilitation of instructor-led training with a solid understanding of adult learning principles, social collaborative learning and innovative models of knowledge transmission
  • Experience in organizational assessment, design and development as well as performance management and organizational improvement
  • Strong consulting skills with the ability to build valuable relationships and collaboration
  • Excellent business acumen, project management, critical thinking and problem-solving skills
  • Experience with e-learning course design, development and administration
  • Strong oral, written communication, presentation and interpersonal skills
  • Extensive knowledge of Microsoft Office products
  • Self-directed with strong organizational skills and attention to detail
  • Ability to communication effectively at all levels in the organization
  • Ability to manage demands across the agency for numerous projects

Working Environment Conditions/Requirements:

  • Ability to push, pull and lift up to 25 lbs. with or without accommodations to transport learning documents and/or materials
  • Must travel to all designated locations for training, development and facilitation
