Job Summary
The City of Fort Collins is seeking a Senior Inspector, Water Engineering to join their Water Utilities Engineering group to play a critical role in overseeing and assessing construction methods and best practices related to Water Utilities and development projects. Your primary responsibility will be to ensure that construction procedures and materials align with approved plans, industry standards, and the specific specifications set forth by the City of Fort Collins. You will work closely with engineers and contractors in the field, and act as the regulatory enforcement on various projects. The ideal candidate will bring prior knowledge of the design, installation, and materials used in the construction and maintenance of water distribution and wastewater collection infrastructure.
Essential Duties and Responsibilities
The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive.
- Inspects construction work for Water Utilities and development projects to ensure compliance with City Code and applicable criteria, regulations, and standards.
- Knowledge and understanding of proper design, installation, and maintenance of Water Utilities infrastructure.
- Knowledge of construction management and the ability to interpret engineering plans and specifications and recognize and discuss deviations from standards with Contractors.
- Coordinates work items, scheduling, and communication among contractors, utility companies, governmental agencies, citizens, and others as needed to identify key milestones and potential obstacles to successful project completion.
- Effective verbal and written communication skills
- Effective conflict resolution and negotiation skills
- Ability to collaborate with City staff, developers, engineers, contractors and impacted property owners through cooperative partnerships to achieve high compliance.
- Understanding of building construction site activities and processes, particularly related to safety factors such as defensive driving and proper personal protective equipment (PPE).
- Performs, supervises and/or reviews pressure tests, vacuum tests, and water quality tests to ensure proper installation and integrity of water/wastewater pipelines and manholes.
- Performs, supervises and/or reviews testing of construction materials such as concrete, soil, and asphalt to verify the physical properties and ensure the structural integrity of the materials.
- Participates in preparing, writing, and reviewing project specifications and bid documents.
- Examines workmanship of finished installations for conformity to standards and approved plans and specifications. Prepares and/or reviews drawings that show deviations from construction drawings to incorporate onto the record construction drawing set (As-builts).
- Reviews, issues, and approves construction permits, excavation permits, building permits and certificates of occupancy.
- Maintains daily log of construction and inspection activities and prepares and reviews progress reports.
- Knowledge and understanding of directional boring processes and industry standards.
- Ability to work independently and in teams with minimum supervision while employing effective time management practices to balance large volumes of work tasks and responsibilities.

Required Education
Minimum/PreferredEducation LevelMinimum College degree or equivalent work experience.Preferred Associates/Bachelor's degree with coursework in Construction Management, Civil Engineering, or other specialized skill training or related certification.
Experience Requirements
- Three (3) or more years related experience, or equivalent combination of education and experience.
