Brief Department/Job Description

RTX Enterprise Services has an opening for a Sr. Facilities Construction Project Manager within our Enterprise Real Estate Services Organization.

This position requires strong experience with building and construction projects.

The Facilities Engineering and Project team in the Northeast Region provides strategic planning, facilities engineering and project management services across 5.0 MSF of Raytheon offices, manufacturing, lab and warehouse space.

Based on historic project volume/workload, this position will be primarily based in Andover, MA reporting to the Regional Assoc Director within the local Facilities Engineering and Project team.

This leadership role will be responsible to plan, execute, and finalize construction projects according to strict deadlines and budgets. This includes acquiring resources, managing the assignments/performance of the Facilities Engineering and Project team members and third-party contractors or consultants in order to deliver projects according to plan. The role is responsible to refine the building/maintenance and construction project objectives and oversee EAC’s, schedule and quality control through project closure, working closely with our Project Delivery team to determine which projects will require their support.

The successful candidate will be adept at leading in a team environment and communicating with a broad base of individuals and including internal Raytheon stakeholders and facility managers, architects, engineers from all disciplines, general contractors and subcontractors and external PM resources.  He or She will collect requirements, estimate budgets, develop Project Execution plans, schedule and manage Project Execution including design, construction execution and closeout. Projects will vary in type to include building modifications/construction, civil infrastructure, office, laboratory, manufacturing space renovations and equipment installations.

Primary Responsibilities

  • Lead/manage the Northeast project team that includes Facilities engineers, architects, PM’s and construction superintendents.
  • Coordinate with respective Facilities Mgrs. and site supervision for project planning and resource allocation alignment.
  • Consult with project team on critical issues involving engineering disciplines.
  • Relay to team any decisions made regarding project design and construction.
  • Manage the administrative elements of a project including, EAC’s and schedule.
  • Establish in advance, construction project requirements/scope and deliverables in collaboration with the customer, management, and stakeholders.
  • Effectively communicate project expectations to team members and stakeholders in a timely and clear fashion.
  • Liaison with project stakeholders on an ongoing basis.
  • Validate estimates of the resources and participants needed to achieve project goals. Draft and submit budget baselines and recommend subsequent budget changes where necessary.
  • Set and continually lead/manage project expectations with team members and other stakeholders.
  • Identify and resolve issues and conflicts within the project team.
  • Plan and schedule project timelines and milestones using appropriate tools.
  • Track project milestones and deliverables.
  • Identify and manage project dependencies and critical path.
  • Develop and deliver progress reports, proposals, requirements documentation, and presentations.
  • Determine the frequency and content of status reports from the project team, analyze results, and troubleshoot problem areas.
  • Proactively manage changes in project scope, identify potential risks and opportunities, and devise contingency plans.
  • Define project success criteria and disseminate them to involved parties throughout project life cycle.
  • Build, develop, and grow any business relationships vital to the success of the project.
  • Fully document and close-out project records, schedules and financials in a timely manner.
  • Conduct after project reviews and provide recommendations to improve project delivery processes, tools and/or resources. 
  • Develop and embrace team best practices and tools for Project Execution and management.

Required Qualifications

  • Strong experience in facilities management construction and maintenance including managing building maintenance and construction project objectives, EAC’s, schedules and quality control through project closure.
  • Demonstrated experience leading and managing a successful team to include:
  • scheduling, ordering, field supervision, quality control, and production of all phases of construction.
  • Strong ability and experience managing/overseeing multiple construction projects across multiple sites.
  • Solid working knowledge and experience with manufacturing, engineering and office facility operations.
  • Experience and training in OSHA Construction Industry regulations and practices as well as working knowledge of Building Codes and local amendments.
  • Experience and/or training in reading construction drawings and specifications.
  • Experience at working both independently and in a team-oriented, collaborative environment.
  • Adept at conducting research into project-related issues and products.
  • Ability to effectively prioritize and execute tasks in a high-pressure environment.
  • This position requires the ability to travel regionally.

Preferred Qualifications

  • Construction Supervisors License (CSL)
  • Project Management Certification (such as PMP, CAPM, Raytheon Tier Training or PgMP).
  • Familiarity with the FIT (Functional Integration Team) Tool and process.
  • Strong familiarity with design software such as AutoCAD.
  • Working knowledge of MS Word, Excel, PowerPoint, and MS Project.
  • Can conform to shifting priorities, demands and timelines through analytical and problem-solving capabilities.
  • Analytical with the ability to examine issues from multiple viewpoints.
  • Reacts to project adjustments and alterations promptly and efficiently.
  • Persuasive, encouraging, and motivating.
  • Ability to elicit cooperation from a wide variety of sources, including upper management, clients, and other departments.
  • Self-starting, highly motivated and goal oriented.
  • Attention to detail with emphasis placed on quality.
  • Very organized with a systematic task approach to achieve accuracy and efficiency.

Experience and Education

  • This position typically requires a bachelors degree in engineering, facilities, construction management or related field and a minimum 10 years prior relevant experience to include  Building Construction, Design and Project Management, or an advanced degree in a related field and minimum of 7 years’ experience. 

Work Authorization Status:

  • Must be a U.S. Citizen. This position may require access to systems/tools/sites that are restricted to individuals who possess US citizenship

Security Clearance (if applicable):

  • This position requires the eligibility to obtain and maintain a security clearance.  Except in rare circumstances, only U.S. citizens are eligible for a security clearance.
