What is the opportunity?

The Sr. Employee Relations Advisor - US Policy, Governance, and EEO ensures compliance with policy, regulatory requirements and applicable federal, state, and local employment and human rights legislation. This role is responsible for overseeing the development, update, and implementation of US policies across RBC US for themes related to HR Governance and Diversity and Inclusion.

What will you do?

  • Implement a risk-based, strategic approach to policy development for US, and certain Enterprise-wide, policies; specifically develop, implement, and maintain workplace policies aligned with business strategies and RBC Values.

  • Track, analyze and create reporting regarding workplace issues and to determine trends and emerging issues relevant to RBC's US workplaces.

  • Assess and communicate the impact of regulatory change to all affected stakeholders in the first and second lines of defense.

  • Perform regulatory compliance risk assessments applicable to HR Governance and Diversity and Inclusion including, but not limited to inherent risks, mitigating controls and residual risk.

  • Oversee execution of an independent monitoring and testing program in the first line of defense

  • Manage, track, and report on regulatory compliance management issues from regulators, internal audit, as well as those that are self-identified by the first line or through the monitoring and testing program

  • Regularly report on regulatory compliance management issues, trends and emerging regulatory requirements as required and defined by the HR RCM Program.

  • Liaise with Compliance for purposes of the annual RCM Reliance Model assessment for HR Governance and Diversity and Inclusion for this jurisdiction.

  • Ensure compliance with relevant anti-discrimination legislative requirements, in particular the delivery of programs related to US Equal Employment Opportunity (EEOC) and the Office of Federal Contract Compliance Programs (OFCCP)

  • Establish appropriate risk-management strategies that ensure compliance of human systems and processes related to EEO/Affirmative Action and providing support to the US businesses, their HR Business Partners, and managers on workplace risk issues.

What do you need to succeed?

Must-have

  • Employment law experience or a minimum 7+ years direct experience in Employee Relations/Human Resources (ER/HR) with strong knowledge of US employment law and regulations (federal, state & local)

  • Minimum undergraduate degree; postgraduate degree and/or professional licensing (J.D.) strongly preferred

  • Experience with creation and implementation of risk-based policies

  • Proven background in implementing human resource governance oversight with experience aligning and integrating risk management with business and HR strategy

  • Experience establishing and managing relationships with executives and senior level stakeholders

Nice-to-have

  • HR certification preferred

  • Experience in an in-house legal department or law firm

  • Experience at financial services organization

  • Significant Experience in conducting and/or managing workplace investigations

The good-faith expected salary range for the above position is $110,000-$190,000 depending on factors including but not limited to the candidate's experience, skills, registration status; market conditions; and business needs.This salary range does not include other elements of total compensation, including a discretionary bonus and benefits such as a 401(k) program with company-matching contributions; health, dental, vision, life and disability insurance; and paid time-off plan.
