Job Description
The Department of Environmental Quality is looking to fill an Environmental Scientist position in the Division of Drinking Water's Monitoring and Standards Section. This position may be filled at any of the advertised levels listed below. Salary depends on the job level offered within the series.
Principle Duties
As the Lead andCopper Rule Improvements Compliance Specialist, you will typically:
- Ensure the compliance of public water systems pertaining to the Lead Service Line Inventory (LSLI) requirements of the Lead and Copper Rule Revision by reviewing submitted lead service line inventories for completeness and accuracy, using and maintaining the Division's LSLI compliance database, coordinating compliance issues with EPA counterparts, and providing training and outreach to public water systems.
- Provide exceptional service to Division stakeholders, both internal and external, by serving as the Division's point of contact for LSLI inquiries, participating in local and regional informational and planning calls, and providing program updates to Division management and EPA as requested, and responding to emails and calls in a prompt timeframe.
- Work with the Lead and Copper Rule Improvement Coordinator to develop the Division's compliance framework and State Primacy package for EPA's new Lead and Copper Rule Improvements (LCRI) rule. This will include tasks such as creating an LCRI website, drafting digital and hard copy informational and guidance documents, creating tools to efficiently run compliance on various requirements, and conducting stakeholder outreach.
- Facilitate resolutions and provide technical support and expertise to public water systems through courteous and professional communication, responding to incoming questions or complaints and providing in-person and virtual trainings and workshops.
The ideal candidate for this position will possess:
- Possesses thorough knowledge of the federal Safe Drinking Water Act (SDWA) and Utah's Drinking Water Administrative rules and the ability to interpret and implement the Act and rules.
- Experience with stakeholder coordination and project management.
- Ability to create, track, and manage multiple datasets in Microsoft Excel, Access, and other databases.
- Ability to interpret conceptual ideas and apply to the real-life public health situations.
- Three or more years of professional work experience in regulatory compliance and enforcement activities related to environmental science/health or public health.
- Knowledge of principles, theories, and practices of environmental response and remediation.
- Ability to solve a problem by using logic to identify key facts, explore alternatives, and propose quality solutions.
- Deliver presentations or training to audiences of differing backgrounds using acceptable methods and techniques.
- Deal with people in a manner that shows sensitivity, tact, and professionalism.
- Ability to exercise sound judgement, contribute to collaborating environment, and promote coordination within project team.
- Ability to write queries.
The selected candidate for this position may be brought in as an Environmental Scientist I with a salary range of $23.93 - $35.94 per hour, an Environmental Scientist II with a salary range of $28.16 - $42.30 per hour, or an Environmental Scientist III with a salary range of $33.14 - $49.79 per hour.
Salary
Starting salary will be between $27.00 to $34.00 hourly, depending on experience.

Preferences
Preference may be given to those with:
- Bachelor's degree in science, public health, environmental studies, public policy or related fields from an accredited university; master's degree preferred.
- A minimum of three years of experience in environmental science, environmental/public health, or regulatory enforcement.
- Registration as an Environmental Health Scientist a plus.
