Job Title: Sr. Director of Human Resources

Salary Range: $88,000- $98,000

Hours Per Week: 35

Position: In person, Tarrytown

SUMMARY of DUTIES:

The Sr. Director of Human Resources (HR) will be a part of a team-approach inclusive environment while also working independently focusing on strategic, innovative, and tactical areas of HR compliance, workforce planning, employee relations, training, and diversity initiatives. The Sr. Director will assist with developing policies and procedures ensuring alignment with compliance, and best practices, and are data-informed. The Sr. Director will be a liaison between leadership, management, and employees providing HR policy guidance and interpretation. The Sr. Director will ensure compliance with human resource policies, procedures, and audits, and work strategically and tactically to carry out various HR initiatives. The Sr. Director will assist with employee relations, leadership coaching & development, organizational structure, job design, and collaborating with various staff across the agency. The Director will ensure all HR processes are administered in accordance with federal, state, and local regulations. The Sr. Director will work in customer service, a person-centered philosophy that is aligned with the values of MHA.

SPECIFIC DUTIES and RESPONSIBILITIES:

  1. Maintain full-cycle onboarding procedures including, but not limited to developing offer letters, ensuring all pre-employment background screenings are complete, and personnel records are in compliance with agency and professional standards for audit readiness.
  2. Uphold all laws, guidelines, and policies related to pre-employment background screenings and in-service employment background screenings.
  3. Manage new hire orientation in coordination with HR team members, and other department and program leads.
  4. Works with the HR team to ensure employee status changes are communicated to the appropriate supervisor, payroll, and benefits departments.
  5. Communicates changes in agency personnel policies and procedures and ensures proper compliance is followed.
  6. Provide professional expertise and support in the design, development, and implementation of the talent review process that is required to achieve agency goals and results in the creation of top talent.
  7. Research and assist in the development of performance management programs that focus on enabling the workforce to achieve improvements and identify professional development needs.
  8. Identify and develop KPIs (Key Performance Indicators).
  9. Act as a trusted advisor to the leadership and executive teams and serve as an interface between staff and agency leadership.
  10. Assists with maintaining, developing, recommending, and implementing agency and department objectives, policies, and procedures.
  11. Communicate with employees regarding employee relations concerns; provide guidance and recommendations for the resolution of issues.
  12. Counsel employees on concerns related to applicable Equal Employment Opportunity laws including Title VII, the Americans with Disabilities Act, FMLA, NYS PFL, and other similar federal, state, and local laws.
  13. Assists managers and supervisors in understanding and implementing agency policies related to performance, discipline, and related topics.
  14. Assists with preparation of government reporting such as but not limited to EEO-1, Immigration Reform and Control Act (IRCA), and Equal Pay Act (EPA).
  15. Conduct presentations and employee training.
  16. Participates in professional development, networking conferences, and agency events.
  17. Create and maintain an environment of equal employment opportunity, diversity, and inclusion in support of the agency’s diversity, equity, inclusion, and humility strategic plan.
  18. Works closely with management and employees to improve work relationships, build morale, and increase productivity and retention.
  19. Fosters and maintains positive relationships with executives, management, and HR constituents as well as staff.
  20. Provides supervision, mentoring, coaching, and performance reviews for direct reports.
  21. Provide leadership and role modeling for other members of the HR team.
  22. Performs other duties as assigned.

REQUIRED KNOWLEDGE and SKILLS:

  9. Demonstrated hands-on experience using HR management software such as ADP, and other related database management systems.
  10. Strong analytical and problem-solving skills.
  11. Excellent time management skills with a proven ability to meet deadlines.
  12. Ability to function well in a high-paced and at times stressful environment.
  13. Effective crisis intervention skills.
  14. Effective leadership skills.
  15. Proficient with Microsoft Office Suite or related software.

QUALIFICATIONS:

  1. The Sr. HR Director must have a Master’s degree in Human Resources or related field and certificate(s) or certification(s) in Human Resources/People Management.
  2. The Sr. HR Director must have 7 + years of experience in non-profit Human Resources and business operations.
  3. The Sr. HR Director must have at least 3 years of supervisory experience.
  4. Must be reliable and able to work independently and understand the importance of maintaining confidentiality.
  5. The candidate must have a valid Driver’s License and a driving record that is satisfactory to our insurance carrier.
  6. Must maintain current New York State Defensive Driving certification.
  7. Must be cleared NYS Justice Center through fingerprinting for a Criminal History Records search.
  8. Must be and maintain clearance by the DCJS New York State Sex Offender Registry.
  9. Must be cleared by the Justice Center for the Protection of People with Special Needs Staff Exclusion List (SEL) and the New York State Medicaid Exclusion List.
  10. Must be cleared by the NYS Office of Children and Family Services (OCFS) for instances of child abuse and/or neglect.
  11. The Sr. HR Director must be legally eligible to work in the United States.
