The Need
For 25 years, IJM has pioneered the work to protect vulnerable people from violence. 9 out of 9 times in the last decade, IJM’s Justice System Strengthening Projects have reduced slavery and violence between 50 and 85% for very large populations of people in poverty. As we grow to expand our impact to protect 500 million people from violence by 2030, we are seeking a Sr. Analyst, Criminal Intelligence / OSINT to serve in the IJM Global ILED Fusion Center as the subject matter expert on Criminal Intelligence (CRIMINT) and open source intelligence (OSINT). The individual in this role collects, processes, analyzes, and disseminates both strategic -level intelligence that supports the needs of programs in the regional hubs; supports national and regional programs; informs senior-level decision-makers; contributes to the setting of strategic priorities; and positions the regions to address emerging criminal issues. Analystical support includes identifying modus operandi; crime trends and patterns; emerging threats; and external factors such as technology, demographics, or economics that potentially impact criminal activity.
This Senior Criminal Intelligence / OSINT Analyst also collects, processes, analyzes, and disseminates actionable operational-level intelligence to facilitate specific law enforcement and fieldwork outcomes. Operational-level analytical support includes identifying links between suspects and their involvement in criminal activity; identifying key investigative or information gaps; and providing or preparing profiles of known or suspected victims and criminals.
Additionally, the Senior Criminal Intelligence / OSINT Analyst is responsible for training and mentoring field-based Criminal Analysts / Investigators that are members of the Global ILED network. This position is responsible for the development of Law Enforcement and Implementing Partners training materials and delivering that training, globally.
This position is hybrid (onsite Tuesdays & Thursdays) if located in the Washington, DC area or remote for non-local candidates. It reports to the Global Director, ILED and is only available for candidates with the right to work in the US.
Responsibilities:
Strategy & Knowledge Development & Implementation
  • Prioritizes Requests for Support (RFS) from IJM hubs, field offices, and host-nation law enforcement partners based on the current strategy of Global ILED and the Center for Excellence.
  • Develops and implements CRIMINT / OSINT training material and updates for field-based Criminal Analysts / Investigators.
Networking & Partnership
  • Develops and maintains strong working relationships with all members of the Global Programs Division.
  • Develops and maintains strong working relationships with regional teams, hubs, national offices, field offices, and partners.
  • Develops and maintains strong working relationships with all members of the Center for Excellence.
  • Develops and maintains strong working relationships with IJM North America Advancement / Advocacy members in support of CFE / Global ILED strategies.
  • Develops and maintains partnerships with select stakeholders in the tech sector, international law enforcement agencies, and other stakeholders.
Communication
  • Organized planning, delivering, monitoring and revising communication, both internally and externally, to ensure its flow from top to bottom clearly.
  • Prepares and disseminates strategic and operational-level intelligence packages and briefings to internal and external parties.
Training and Development
  • Delivers CRIMINT / OSINT training and updates to field-based Criminal Analysts / Investigators, Law Enforcement, and Implementing Partners.
Casework
  • Regular casework responsibilities including field work, aftercare, survivor meetings, debriefing etc.
  • Collects, processes, analyzes, and disseminates actionable operational-level intelligence products and briefings that facilitate specific law enforcement and fieldwork outcomes.
Documentation, Reporting & Data Management
  • Uses advanced CRIMINT / OSINT tools & methodologies to collect, process, and analyze actionable operational-level intelligence products and briefings that facilitates specific law enforcement and fieldwork outcomes.
  • Uses the Justice Data Solution (JDS) and Criminal Analysis & Investigations System (CAIS) to aggregate, analyze and store criminal data pertinent to IJM cases.
General Accounting & Statutory Compliance
  • Steward the resources of Global ILED and Global Fusion Center.
Clerical and Administration
  • Enters products, case investigations, statistical, and training information into appropriate records management systems and databases.
  • Provides statistics of support activities and products for the annual report and other reports upon request.
General Tasks
  • Participate in IJM’s community of spiritual formation.
Qualifications:
Education & Experience
  • Minimum of a Bachelor’s degree from an accredited university in intelligence studies, international relations, psychology, criminology, criminal justice, or related field
  • Minimum 8 years of experience as an intelligence officer, intelligence analyst or crime analyst within the federal government, military, law enforcement, and / or private sector.
  • Minimum 3 years of specific experience in the open-source intelligence (OSINT).
  • Minimum 3 years of specific experience in Criminal Intelligence (CRIMINT) support to law enforcement operations.
  • Minimum 3 years of specific experience providing training/instruction in the fundamentals of intelligence analysis / OSINT.
  • Law enforcement experience preferred.
  • Active membership in the International Association of Law Enforcement Intelligence Analysts (IALEIA);
  • Criminal Intelligence Certified Analyst (CICA) accreditation preferred.

  • What is a statement of faith?
