How the Role Fits In:

The O & P USA procurement team is chartered to significantly improve the way third party spend is managed, thereby establishing procurement as a major strategic lever and equal contributor to the success of the business. In support of this charter, the primary role of the Procurement Specialist is to ensure services and materials are purchased and delivered that meets the needs of the BMC Site as well as aligning with procurement strategies.

Purpose of Job

The Procurement Specialist III is an experienced procurement professional who works closely with the Manufacturing Procurement Manager, Commodity Managers, the O&P businesses, the manufacturing sites and capital project teams to achieve world-class delivery and maximum value. The Procurement Specialist assists their manager in integrating the strategic approach and tactical plans across O & P sites.

Responsibilities AND Accountabilities

  • Works and communicates with the Procurement Manager and site users to assess site material and services needs and provide input in the development of Procurement strategies and tactical plans that address these needs.
  • Assures that the procurement process is followed in the placement of all third party spend. Review and assess approved SAP purchase requisitions as needed for related purchases.
  • Continually seeking assurances that inventory and suppliers are available in a timely manner to support tight manufacturing and maintenance schedules.
  • Implement Procurement best practices in that allow for optimal site reliability yet drives out unnecessary inventory thus reducing working capital
  • Identify, select, review, and qualify vendors.
  • Assurance that purchase orders or contracts are in place for all contractors performing work at the site and build understanding among the stakeholders to the criticality of a commercial agreement (purchase order or contract). Assurance that contractors are safety pre-qualified and understanding the commercial value of safe contractor workforce
  • Insisting all contractors adherence to safety and scope requirements and work on corrective plans with those who fall short of expectations
  • Work with potential contractors to expand the number of qualified suppliers in the Approved Contractor Database allowing for greater competition.
  • Negotiate favorable pricing for goods and services and achieve lowest total cost of ownership
  • Negotiation of extended payment terms
  • Utilize the potential of SAP to improve transparency of cost, standardize workflow and save transaction time.
  • Challenge old ways of doing things and continuously improve and streamline processes
  • Embrace and implement continuous improvements to lower costs, create efficiencies for the team to move into greater areas of responsibility and increased levels of performance,
  • Coach and mentor junior procurement team members. Document lessons learned, best practice and improvements to procedures

Skills & Knowledge Required

Education/Experience

  • 3+ years procurement and supply chain experience (minimum)
  • BA/BS or additional equivalent business experience and a minimum of High school diploma or GED.
  • Technical background is strongly preferred
  • Knowledge of procurement and chemical plant work practices.

Skills/Competencies

  • Demonstrates knowledge of procurement activities in support of Maintenance and Operations
  • Computer proficiency in MS Office and working knowledge of SAP
  • Familiar with materials and products used and consumed by the Chemical Industry
  • Understanding how business strategies define performance goals and how they drive Procurement activities
  • Ability to work independently and make decisions with limited consultation and guidance
  • Strong results focus
  • Good oral and written communication skills
  • Active pursuit of self developmental and skills
  • Inventory management experience is a plus
  • Problem Solving: Must deal with differing situations requiring searches for solutions or new applications within areas of learned things. Incumbent faces problems that require solutions that are more difficult than “multiple choice;” often requiring selecting solutions or combinations of solutions.
