Job description

The Massachusetts Executive Office of Health and Human Services (EOHHS) is the largest secretariat in MA state government, comprised of 16 agencies with over 20,000 employees statewide. EOHHS services directly touch the lives of slightly more than 1 in 4 residents in the Commonwealth - some of our most vulnerable children, youth, adults, and elders. EOHHS provides access to medical and behavioral health care, substance misuse treatment, long term services and support, and nutritional and financial benefits to those with low incomes. EOHHS is seeking to hire a Software Tools Administrator/Tester to join the EOHHS-IT Technical Testing team to provide accessibility, security/vulnerability, and performance testing for 40 agency applications. The Software Tools Administrator/Tester will be responsible for creating technical testing for new and existing IT applications. The incumbent will coordinate with the application teams on expected outcomes, test results, waiver considerations, and maintain tools licenses and product portfolios. The Software Tools Administrator/Tester will also be the liaison between the business community and the technical development team for all technical testing activities.

 

The primary work location for this role will be at 100 Hancock Street, Quincy, Massachusetts 02171. The work schedule for this position is Monday thru Friday, 9:00AM to 5:00PM EST. 

This position will follow a hybrid model of reporting that combines in-office workdays and work from home days as needed.  

 

Duties and Responsibilities:

  • Document, analyze, and archive all performance test runs including updating and maintaining performance test assets
  • Estimate, prioritize, plan, and coordinate testing activities
  • Troubleshoot Automation issues and provide solutions
  • Ensure test scripts are documented, reported, and tracked
  • Review diagnostics on the system architecture and resolve problems using CA-Wily monitoring tools
  • Read and interpret application log files, data base reports, and Micro Focus LoadRunner software output
  • Install, configure, and manage instances of Jira including monitoring and optimizing workflows in Jira instances
  • Report on identified ADA Compliance, Vulnerability, and Performance Testing issues via formal reports, emails, and/or phone calls as necessary
  • Summarize and document results of all technical testing for management reporting including proper disposition of test exceptions
  • Track and report all monthly completed Accessibility, Vulnerability, and Performance Testing metrics through a twenty-four month running trend graph for use by higher management
  • Assist in defining measurable testing metrics and build out automated reporting
  • Liaise between the business community and the technical development team
  • Adhere to all EOHHS standards, practices, procedures, and policies

 

Preferred Knowledge, Skills, and Abilities:

  • Five (5) years of QA technical testing experience conducting performance and automation testing
  • Five (5) years of experience in Accessibility testing using Section 508 and WCAG 2.0 Level AA
  • Five (5) years of experience in Vulnerability testing using HCL AppScan, Burp Suite, Postman, or similar software
  • Five (5) years of experience in Performance testing using Micro Focus LoadRunner/JMeter or similar software
  • Demonstrated experience in application testing utilizing Junit/Nunit, TestNG, or equivalent tools
  • Experience performing quality assessments of webpages for WCAG 2.1 A/AA conformance
  • Demonstrated experience in API - Manual and Automation testing
  • Experience with JIRA and advanced agile practices including release trains, DevOps, CI/CD pipeline management, and security requirements utilizing tools like Git, Bitbucket, Azure, and Jenkins
  • Strong knowledge in QA automation technologies with Selenium preferred
  • Familiarity with SQL and AWS or similar cloud platforms
  • Strong hands-on experience and understanding of Dynamic Application Security Testing (DAST) and API security testing
  • Demonstrated knowledge of common software vulnerabilities and their remediation/mitigation techniques as well as writing accessibility recommendations for remediation
  • Professional knowledge of regulatory and industry security standards
  • Working knowledge of vulnerability assessment using industry best practices such as OWASP Top 10 and CWE/SANS TOP 25 standards
  • Methodical and able to follow documented procedures and instructions
  • Excellent problem-solving and analytical skills, with the ability to independently analyze reported issues, document, and recommend solutions
  • Excellent communication and writing skills with the ability to clearly communicate technical concepts to both technical and non-technical audiences across all levels of an organization

 

Education and Certifications:

  • Bachelor's degree in Computer Science, Information Technology, Business Administration, or related field required or equivalent work experience
