So, what will the Situational Awareness and Planning Officer (SAPO) at Terrestris do?

You will play a crucial role as the Situational Awareness and Planning Officer (SAPO) for the Emergency Support Section (ESS) office within the ATF. Your primary responsibility will be to maintain constant vigilance over the operational landscape, keeping a keen eye on potential threats, emergencies, and critical incidents. You will utilize advanced monitoring systems, intelligence sources, and communication channels to ensure timely and accurate Situational Awareness. In addition, as the SAPO, you will collaborate closely with other agencies, law enforcement entities, and internal ATF units to gather and disseminate relevant information. Your strategic planning skills will come into play as you develop and implement effective response plans, ensuring the ATF-ESS is well-prepared to address any emergency scenarios that may arise. Overall, your role as the SAPO will be instrumental in enhancing the ATF's ability to respond swiftly and efficiently to dynamic situations, contributing to the agency's mission of safeguarding public safety and enforcing federal laws.

What does a typical day look like for the Situational Awareness and Planning Officer (SAPO)?

You will:

  • Monitor ATF-ESS planning and preparedness activities conducted within all FEMA regions and/or advanced planning efforts for ISB depending on assignment. This responsibility shall entail attending and supporting various national and regional planning activities of ATF-ESS.
  • Support planning efforts by ATF-ESS field personnel in working to pre-identify the number and type of ATF-ESS resources that may be required to support federal, state, territorial, tribal, and local needs in response to various all hazard disasters and/or special events.
  • Prepare and present familiarization and technical briefs on ATF-ESS programs when assigned.
  • Engage in exercise planning, preparation, and execution. Make recommendations related to ATF-ESS level of participation in national, regional exercises.
  • During activations, make recommendations concerning all Situational Awareness activities to the Management Support Team or ICP staff, as appropriate, including but not limited to, preparation of situation reports, obtaining information on the operational area to include location of other federal and state responders, law enforcement issues, weather, and road networks, and status and location of state emergency operation centers and command posts.
  • During activations, operate all Situational Awareness tools and prepare and disseminate all situation reports (SITREPs), Watch Reports, Leadership Briefs, etc. SAPO personnel also coordinate the ArcGIS, Power BI, and other mapping and dashboard products during activations. The information in the dashboards includes ATF-ESS Common Operating Picture, stakeholder staffing, and financial summary. Briefing documents may include maps and dashboards.
  • In preparation for, or during activations, collect, analyze, evaluate, interpret, and disseminate information from intelligence, law enforcement, and public source data systems to identify and analyze conditions, trends, the environment, and activities that directly or indirectly affect the relevant area of operations.

What qualifications do you look for?

You might be the leader we're looking for if you have:

  • A bachelor's degree.
  • An active Top-Secret Security clearance.
  • Served as a law enforcement officer, at the federal, state, or local level and have worked in the emergency management field; or possess similar military experience with plans and/or emergency management.
  • A minimum of ten (10) years of relevant experience with at least three (3) years in a unit responsible for emergency management, response, or training.
  • Experience in the planning and development of crisis management/emergency management plans, to include agency-specific and interagency all hazard plans.
  • Experience in the planning, development, and execution of national level law enforcement and/or emergency management training and exercises.
  • Extensive experience in conducting crisis/emergency management training for law enforcement and emergency services personnel from other federal, state, and local agencies and departments.
  • Have experience responding to "real world" critical threats/incidents within the law enforcement/ emergency management community.
  • Proven ability to act as an interagency liaison at the federal and state levels.
  • Experience serving in a position conducting or supervising operational planning research, intelligence research and/or production of operational briefings and Situational Awareness products.
