Primary Responsibilities
- Serve as a senior advisor, peer reviewer, and mentor on Water Resources Management projects
- Supporting the development of solutions to address economic, financial, and policy issues impacting water infrastructure.
- Coordinating with diverse project teams (internal and external) for data collection, project development, and technical analysis
- Researching and writing reports
- Prepare client presentations and support strategic communication activities
- Develop new clients, enhance our position with existing clients and contribute to our long-term strategy in the market
- Build on strong relationships with public sector clients at the various levels of government, helping to identify, pursue and capture identified pursuits.
- Research and assist in evaluating potential funding sources and program requirements and assist in the development of program development and implementation strategies for water projects and short and long-range capital improvement programs for the various phases of the project lifecycle—planning, design, construction and operations and maintenance.
- Assist in the identifying projects that would be competitive for grant programs included in the Infrastructure Investment and Jobs Act (IIJA), Bipartisan Infrastructure Law (BIL), and/or Great American Outdoors Act (GAOA) and assist in writing grant applications.
- Represent HDR with various national, regional, and local organizations to increase HDR’s profile among potential and existing clients
- Monitor trends in the industry, changes in national, state, and local policies in addition to funding and financing development opportunities.

HDR is currently looking for a Senior Water Resources Management Consultant in Colorado with experience providing services to clients that support project and program management level decision making. These advisory services are the “value add” perspective and tactical approach that demonstrates HDR’s insight and understanding of the challenges facing our clients. Experience in providing the greatest opportunity to provide leadership and support in Water Resources Management consulting, strategic planning, and project and program management. Emphasis should be in the following service areas:
- Policy development
- Strategic planning and program development
- Innovative financial strategies and funding options
- Governmental Affairs and legislative strategy development
- Coalition development and group facilitation
- Stakeholder engagement and strategic communication
- Grant Strategies
- Project implementation and program management strategy
Required Qualifications
- Bachelor's degree. Masters Degree is preferred.
- A minimum of 25 years water-related industry experience in Colorado
- Strong written and verbal communication skills
- Strong ability to analyze the marketplace and strategically position HDR
- Experience within water industry professional organizations
