Senior Training And Staff Development Specialist

• Performs the most complex and sensitive strategic planning, design, development, implementation, and evaluation of a variety of management/employee and organizational development training programs on a County-wide or Department/Agency basis;

• Supervises, directs, assigns, and reviews the work of subordinate staff;

• Interviews, selects, and recommends the hiring of personnel, establishes work standards, evaluates the work performance of employees, forms, and oversees teams, and provides mentoring and coaching to employees;

• Consults with leaders to assess and analyze the learning needs to develop new training programs and/or enhance existing programs;

• Manages training programs, including program design, enrollment management, vendor management, strategic marketing, and stakeholder management;

• Provides consultation, proposes innovative learning solutions, and provides customized training County-wide or to departments/agencies to meet Training and organizational development needs;

• Diagnoses potential organizational problem areas and implements actionable and targeted plans to enable effective solutions;

• Facilitates organizational development efforts through team building, conflict management, strategic planning, process improvement, business performance management, and/or change management;

• Evaluates consulting implementations by identifying the impact on organizational effectiveness and performance improvement;

• Evaluates potential training partnerships with outside organizations and institutions;

• Uses higher-level evaluation methods to measure program effectiveness and return on investment;

• Facilitates training classes to enhance employee interpersonal, self-management, analytical, and organizational awareness skills, as well as leadership, communications, operational, and supervisory skills;

• Designs and conducts complex employee, management, or organizational needs assessments. task analysis, and/or surveys;

• Coordinates projects for training events;

• Researches a variety of pertinent subject matter material and confers with subject matter experts to design, prepare, and update ongoing training programs and support materials;

• Determines objectives and methods of instruction to develop curriculum and training materials;

• Interprets participant evaluation data and recommends improvements based on feedback;

• Develops, designs, and prepares training materials such as leader guides, e-learning materials, training handbooks, participant guides, course handouts, and other related presentation tools;

• Uses the Learning Management System (LMS) to manage class enrollments, print rosters and generate analytic reports;

• Administers the County's Learning Management System;

• Reviews vendor instructional materials and evaluates for purchase and use by the County;

• Uses audio/visual equipment;

• Locates and arranges for training facilities and instructors;

• Coordinates the inventory, ordering, prepackaging, and issuing of program supplies and equipment;

• Performs the role of Trainer for delivery of customized training content and/or off the shelf training materials;

• Uses a variety of assets in training programs, including videos and assessments to keep classes current and engaging;

• Creates web-based training courses; researches, designs, and facilitates webinar classes using best practices in e-learning instructional design and software, and web-based authoring and collaboration tools;

• Assists in hiring external training vendors;

• May be assigned as a Disaster Service Worker, as required;

• Performs other related duties, as required.

Sufficient education, training, and experience to demonstrate the possession and direct application of the following knowledge and abilities:
Training and Experience Note:The required knowledge and abilities are attained through Training and experience equivalent to a Bachelor's Degree with a major in Business Administration, Public Administration, Human Resources, Psychology, Instructional Design, Organizational Development, or a closely related field. Relevant analytical, administrative, lead, supervisory, or management experience that includes interpreting rules and regulations, gathering data and formulating recommendations, and report writing can substitute for education on a year-for-year basis,
Four (4) years of experience delivering and evaluating training courses, two (2) years of which must include experience in planning, assessing, designing, delivering, and evaluating a variety of complex Training and organizational development programs pertaining to organization goals.
A Master's Degree in Business Administration, Public Administration, Human Resources, Psychology, Instructional Design, Organizational Development, or a closely related field may be substituted for one year of the required training experience.
Special Requirements:
Ability to travel to alternate locations in the course of work. If driving, possession of a valid California driver's license prior to appointment and the ability to qualify for and maintain a County driver authorization.

• Effective methods of using audio/visual equipment and other training aids or materials;

• Computer applications and equipment.

Ability to:

• Select, supervise, train, evaluate, and discipline subordinate staff;

• Plan and supervise the work of staff engaged in developing, conducting, and evaluating management/employee and organizational development and training programs;

• Plan, develop, facilitate, and evaluate the most complex or sensitive management/employee and organizational development and training programs or courses;

• Conduct employee, management, and other organizational needs assessments, task analysis, or surveys;

• Perform complex strategic planning and translation of specific department/agency organizational needs into curriculum and differentiate between needs that can be met through Training and those that require other approaches;

• Communicate effectively in English, both orally and in writing;

• Formulate specific objectives against which to compare and evaluate training results;

• Maintain current knowledge of state-of-the art training theory and best practices;

• Conduct Training and development sessions, perform the role of facilitator, and effectively utilize a variety of group dynamic skills and techniques;

• Collect, analyze, and interpret data;

• Observe, interpret, and articulate human behavior in order to provide relevant feedback;

• Use active listening skills, communicate effectively, reason logically and creatively, and utilize a wide variety of analytical skills and Training and problem-solving techniques to meet program goals;

• Develop and maintain cooperative relationships with employees, management, and representatives of other groups and organizations;

• Prepare and maintain clear and concise records and reports.
