THE CITY OF NAPA IS HIRING A SENIOR TRAFFIC ENGINEER!

THE COMMUNITY

Napa is a city with a low crime rate, a high standard of living, clean air and nearly perfect weather.

THE ORGANIZATION
The City of Napa is a full-service city and has 11 departments, including the City Manager's Office, Human Resources, Finance, Parks and Recreation Services, Community Development, City Clerk's Office, City Attorney's Office, Public Works, Utilities, Police and Fire services. The FY 2023/2024 General Fund expenditure budget totals $122.1 million and $125.5 million for FY 2024/2025. The budget reflects the five priorities established by the City Council: (1) Implementation of the General Plan, (2) Housing and Homelessness, (3) Climate Action & Sustainability, (4) Public Infrastructure, and (5) Traffic Safety for all modes of travel.
The Napa City Council consists of five members, including the Mayor and four Councilmembers. The Mayor and each Councilmember are elected to four-year terms. The Vice Mayor is appointed annually by the Mayor and City Council. On November 3, 2020, the City of Napa held its first district-based election for Councilmembers and an at-large Mayor. In addition to appointing the City Manager, City Attorney, and City Clerk, the City Council is also responsible for appointing members of City Commissions, Committees, and Boards. THE DEPARTMENT
The Public Works Department's 85 full-time employees design, construct, operate and maintain the City of Napa's public infrastructure generally consisting of streets, sidewalks, drainage and stormwater quality, bridges, street lights, traffic signals, and electrical. The department also manages essential roles within the City's development review process, construction inspection program, traffic safety, transportation, bike trails, and manages the 5-year Capital Improvement Program (CIP), internal city-wide services for Fleet Management, City facilities maintenances, and Capital Program Management.
The Transportation/Traffic Engineering division is responsible for traffic safety and coordination of programs and traffic projects throughout the City in support of transportation safety, will advance the new "Vision Zero" standards and will work closely with the Public Information Officer to improve communication with the community regarding traffic safety education and traffic safety initiatives.

THE POSITION
This is an exciting time for the City, with the extent of ongoing and upcoming construction, the City desires an experienced and motivated team-player that is up to the task of carrying forward the City's priorities and vision throughout all public and private construction projects.

Reporting to the Deputy Public Works Director, the Senior Traffic Engineer is one of twelve members of the department's management team. The Senior Traffic Engineer serves as the Transportation Engineering Division Manager, leading a team of five fulltime technical and professional staff. The Division is responsible for transportation planning, Traffic Engineering, traffic safety for all modes of travel, traffic calming, private development review process related to Traffic Engineering, and responding to traffic requests and inquiries. This requires a substantial level of professional Traffic Engineering training and experience and the exercise of independent judgment and initiative. The Transportation Engineering Division's annual operating budget is approximately $1.1 million in addition to several capital projects and grant funds.
Key initiatives for this coming year include updating the Napa Traffic Calming Program (NTCP) and soliciting and evaluating applications for the NTCP, initiating the Jefferson Street corridor study funded by the Safe Streets for All (SS4A) grant program, supporting the creation of the County-wide Vision Zero plan, and adopting City Vision Zero policies.
This position is integral in exercising the City's values in the work they oversee and interactions they have with stakeholders, staff, and the community.

The City offers the flexibility of a 9/80 work schedule (every other Friday off) and a hybrid work environment that allows employees to work in-person and remotely throughout different days of the week, and while working remotely, use state of the art equipment provided by the City's I.T. Department. A combination of education and experience for this position includes a Bachelor's degree or equivalent with major work in Traffic, Transportation or Civil Engineering or a closely related field and five (5) years of progressively responsible experience as a professional engineer in Traffic or Transportation Engineering, including supervisory responsibilities. Registration as a Professional Traffic Engineer or Civil Engineer in the State of California with good standing is required.

COMPENSATION AND BENEFITS
The salary range for this outstanding opportunity is $155,233 to $187,538. Placement within this range is dependent upon qualifications. In addition, the City offers an attractive benefits package, including:
  • Retirement:The City participates in the California Public Employees' Retirement System (CalPERS) with a 2% at 60 formula for Classic members coming from reciprocal agencies, and 2% at 62 for new members.
  • Deferred Compensation: The City participates in 457 & 401(a); Employees can voluntarily enroll for 457 Plan. For the 401(a) option, the City contributes $142 per month.
  • Medical Insurance: The City contributes $728.30 monthly for employee only, $1,456.59 monthly for 2-party and $1,937.27 monthly for Family coverage.
  • Health In-Lieu Option: Employees may waive City coverage and opt for health in-lieu at $500 monthly; annual proof of alternative coverage is required.
  • Vision Insurance: Single Employee contributes $7.28 per month; 2-party $10.56 per month; Family $18.93 per month.
  • Dental Insurance: The City offers 2 Dental Plan options through Delta Dental a PPO and HMO. There is no employee contribution for the HMO plan, and for the PPO plan employees pay $0.70 monthly for employee only, $0.80 monthly for 2-party and $0 monthly for family.
  • Management Leave: 104 hours of management leave per calendar year (13 days); Employee may elect to cash out up to 50% of eligible management leave every calendar year.
  • Vacation: New employees can accrue up to 120 hours annually. Employee may elect to cash out up to 80 hours of vacation every December for the following year.
  • Holidays: 15 paid holidays per year.
  • Sick Leave: 96 hours per year.
  • Life Insurance and AD&D: $100,000 each of coverage paid for by the City, with option to purchase supplemental life and AD&D.
  • Phone Stipend: Up to $100 per year for equipment and up to $110 per month for usage.
  • Bilingual Pay: 3.5% or 4% of employee's salary.
  • Safety Shoe Allowance: $210 per year as assigned.
  • Tuition Reimbursement: $2,000 per year reimbursed for qualifying educational expenses.
  • PERS Survivor Benefit: City contributes $1.11 per pay period for the 1959 Indexed Survivor Benefit.
  • Retiree Health Insurance: City contributes $274 per month for retired employees with at least 10 years of service at retirement.
  • Long-Term Disability Insurance/State Disability Insurance: Offered, but premiums paid 100% by employee.
