Description:

Position Summary: Under supervision, performs professional work in the conduct of complex and detailed financial, operational and management audits including reviews of information technology (IT) systems, applies statistical sampling techniques and analyzes financial and other data. Performs related work.
Reports to: Supervisor of Internal Audit, BERS
Direct Reports: N/A
Key Relationships: Works closely with the staff throughout BERS, NYC and NYS Comptrollers, NYC Retirement Systems, various other City agencies, and Consultants.
Responsibilities
- Conducts complex and detailed financial, operational and management audits, including reviews of IT systems, from planning to report writing.
- Evaluates systems of internal control, management and operation for effectiveness and efficiency and make appropriate recommendations in alignment with BERS’ vision and risk appetite.
- Conducts examinations and evaluations of procedures and practices necessary to determine whether objectives are accomplished effectively and efficiently and makes recommendations.
- Conducts meetings with key stakeholders to facilitate audits, including but not limited to entrance and exit conferences, process walkthroughs, etc.
- Communicates with agency officials involved in audits throughout the audit, providing pertinent information such as exceptions, status updates, information requests, etc.
- Writes, reviews, and edits audit reports and recommendations based on audit findings.
- Monitors and reports on the implementation status of corrective action plans.
- Discusses results of audits with agency officials involved in audits, as appropriate.
- Supports the annual risk assessment process, as appropriate.
Qualification Requirements:
Minimum
- A baccalaureate degree from an accredited college including or supplemented by 12 credits in mathematics, statistics, accounting and/or actuarial science and four years of satisfactory full-time experience implementing the provisions of a retirement plan involving the use of mathematical, statistical, actuarial or accounting computations, 18 months of which must have been in an administrative, managerial or executive capacity or supervising professionals implementing the provisions of a retirement plan involving the use of mathematical, statistical, actuarial or accounting computations; or
- An associate degree or 60 credits from an accredited college, including or supplemented by 12 credits in mathematics, statistics, accounting and/or actuarial science and six years of satisfactory full-time experience as indicated in “1”; or
- Education and/or experience equivalent to “1” or “2” above. However, all candidates must have 60 credits from an accredited college, including or supplemented by 12 credits in mathematics, statistics, accounting and/or actuarial science and the 18 months of experience in a supervisory, administrative, managerial or executive capacity as described in “1” above.
Preferred Skills
- Knowledge of professional audit standards and best practices.
- Professional certification, e.g., Certified Internal Auditor, Certified Public Accountant, Certified Information Systems Auditor, or Certified Government Auditing Professional.
- Excellent written and spoken communication skills, including experience writing and presenting audit reports, business letters, and memoranda.
- Strong analytical, interpersonal, and communication skills.
- Consistency in values, principles, and work ethic.
- Displays teamwork, integrity, and critical thinking.
- Ability to work under pressure, take initiative, set priorities, and meet deadlines.
- Ability to understand a business process and provide value-added recommendations for improvement.

- Institutional knowledge of the operations of the New York City Retirement System.
- Knowledge of RSSL and IRS regulations regarding pensions.
- Familiarity with New York City Public Schools (NYCPS) payroll systems, e.g., PMS, BOE, CHRMS, etc.
Salary: $59,277 - $85,232
(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
