Role Summary:

The Senior Specialist, District Compliance II role is responsible for administering the field regulatory compliance program and presents and explains its status to Federal and State regulatory agencies.

Responsibilities & Essential Functions include:

  • Regulatory Compliance. Primary contact for regulatory compliance audits performed by Federal, State and local agencies, assisting in the preparation of responses to inquiries regarding compliance issues and reviewing regulatory activities of the DOT, U.S. Coast Guard and State regulatory agencies to determine the possible impact on the Company.
  • Record and Database Management. Maintaining required Federal, State and Company records and maintaining department databases.
  • Policies and Procedures. Developing and recommending changes to Company policies and procedures as needed.
  • Emergency Response. Participating in pipeline emergencies as a member of the Crisis Management Team and performing logistics and planning for emergency response drills.
  • Maintenance Summaries. Preparing and submitting monthly maintenance summaries to customers (pipeline encroachment notices and disposition, code compliance summaries, etc).
  • ISNetworld Administrator. Acting as administrator for ISNetworld, a system to verify vendors/contractors meet Buckeye and Operation Qualification requirements.
  • JDE Maintenance. Maintaining JD Edwards equipment database including inputting preventative maintenance schedules.
  • Railroad Commission and Department of Natural Resources. Submitting T4, T4-C’s and other related permits for Texas Railroad Commission and Louisiana Department of Natural Resources and assisting with the preparation of documents related to Texas Railroad Commission and Louisiana Department of Natural Resources (DNR) audits.
  • And other duties as assigned.

 

Position Requirements:

  • Bachelors Degree, preferred
  • 10+ years related experience required, with an in-depth understanding regulatory compliance related to pipeline operations and maintenance procedures.
  • Experience in Incident Commander responsibilities and ability to fill the roles of logistics, planning and regulatory positions required.
  • PC knowledge, including Microsoft Office and computer based drawing programs experience (CAD) required
  • GIS programs experience preferred
  • Travel 40%.

Certificates & Licenses:

  • None required

 

Other Skills, Attributes and Abilities:

  • Must have the ability to communicate well with Federal and State regulatory inspectors.  Must be able to take a regulation and transfer its applicability into a Company policy and procedure.
  • An understanding of DOT regulations related to pipeline maintenance is a plus.
  • Experience within the pipeline industry is a plus.

    Essential Functions:

  • This position requires the ability to safely and successfully perform essential job functions consistent with ADA, FMLA and other federal, state and local standards, including meeting qualitative and or/quantitative productivity standards.

  • This role requires the ability to maintain regular, punctual attendance consistent with the ADA, FMLA and other federal, state and local standards.

  • This position requires compliance with all personnel policies.

Physical & Safety Requirements:

  • Physical demands related to working in a field and office environment; in addition to inspecting terminals where there is potential for being near construction or maintenance activity; exposure to adverse weather conditions and potential hazardous environments; must have good physical stamina. 
  • Requires participation in OSHA Medical Surveillance Program, DOT Drug and Alcohol testing, and certification to wear a respirator.
