The mission of Washington Health Benefit Exchange (Exchange) is to radically improve how Washington residents secure health insurance through innovative and practical solutions, an easy-to-use customer experience, our values of integrity, respect, equity and transparency, and by providing undeniable value to the health care community.

The Exchange is a public-private partnership that operates Washington Healthplanfinder, the eligibility and enrollment portal used by one in four Washington residents to obtain health and dental coverage. Through this platform, and with support from a Customer Support Center and statewide network of in-person navigators and brokers, individuals and families can shop, compare and enroll in private, qualified health plans (as defined in the Affordable Care Act) or enroll in Washington Apple Health, the state Medicaid program.

SUMMARY

The Senior Software Quality Analyst is responsible for developing test cases, ensuring traceability to User Story acceptance criteria, executing the Test plan, compiling test results, and providing support to other Exchange resources outside the Software Quality team that are assisting testing. Other Testing activities could include End to End, Performance, Security and Smoke testing. This position also requires close collaboration with our partners, Vendors and System Integrator.

This position includes subject matter expertise (SME) in assigned area(s) of responsibility and guidance to more junior testers in implementing testing activities. In addition, this position works with the BSA’s in troubleshooting issues and providing root cause analysis (RCA) on escaped defects.


DUTIES AND RESPONSIBILITIES

Perform testing activities in support of IT system development including:

• One or more of the following:

o Subject Matter Expert (SME) in key customer-centric areas such as ADA.

o Subject Matter Expert (SME) in one or more critical areas like Mobile, HPF, EDI, among others.

o Test Automation development and execution.

o Testing center management, configuration and optimization.

o Executing Code walk through reviews, Behavior Driven Development (BDD) and/or Test-Driven Development (TDD).

• Facilitate Scrum Team in definition and creation of Epics, User Stories and acceptance criteria.

• Actively participate in Agile Scrum ceremonies and Stories Definition of Done (DoD).

• Periodically backfill for Scrum Master and Product Owner in Scrum ceremonies when they are absent.

• Ability to identify testing environment needs, triage issues and determine mitigations to drive up-time.

• Develop test case scenarios from User Story acceptance criteria.

• Identify and communicate data requirements to be configured for test execution.

• Execute test cases and report test outcomes, through ability to create Jira dashboards and reports.

• Work with the Scrum Team to analyze test issues/defects.

• Executing simple and complex queries as needed for Testing validations

• Engage those across the business to actively assist testing efforts.

• Review SI vendor system and integration test results.

• Plan and coordinate testing activities with our external partners, vendors and System Integrator.

• Mentor and train junior testers.

• Research and implement new testing best practices and methodologies.

• Fill in for Sr. Software Quality Lead and/or Manager as needed.


QUALIFICATIONS

Required:

• Bachelor’s Degree in information technology, computer science, or related field.

• Five years’ experience supporting IT system development, with five years in mobile and website softwaretesting.

• Note: Qualifying experience may substitute year for year for education.

• Two years’ or more experience working for a Health Insurance Exchange or Health and Human Services system.

• Two years’ or more experience testing web-based software, Edifecs file processing software, EDI transaction and integrated eligibility systems

• Experience with JIRA and automated software testing tools.

• Experience with SDLC, waterfall and Agile system development.

• Knowledge of best practices for software testing methodology and techniques.

• Knowledge of industry standards and best practices for testing software.

• Ability to Develop and execute Test Automation frameworks for Mobile, Website UI and web services.

• Proficiency with SQL and Capable of validating common database tables.

• Strong analytical and problem-solving skills.

• Ability to understand complex system functionality.

• Excellent written, oral and presentation skills and ability to communicate complex concepts.

• Ability to thrive in a deadline driven, stressful project environment.

Desired:

• Project Management experience.

• Certified Scrum master (CSM) or higher certification(s).

• Performance and/or Security testing experience.

SALARY INFORMATION

The hiring salary range is between minimum of $87,699.00 and the midpoint of $95,325.00 depending on candidate experience, internal equity, and the market. Our compensation policy reserves the salary range above the midpoint for meeting and exceeding expectations and growth and development, up to the maximum of $114,390.00.

WORKING CONDITIONS

Core business hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. There are times where irregular hours will be required. The preferred duty station is our Olympia, Washington headquarters. The nature of this role relies heavily on remote and in-person collaboration. While a hybrid remote and on-site schedule may be considered, the position will require flexibility to allow for in-office availability as business needs dictate. Travel requirements will be limited, however there may be occasions where an employee is required to travel and work irregular hours to attend meetings or trainings. Duties of this position require the use of standard office furniture and equipment, including setup for remote work. The employee is responsible for providing and maintaining a safe, ergonomic, and secure workspace at their remote location.

SPECIAL REQUIREMENTS

A criminal background screen will be conducted for candidates under final consideration, and if hired, every five years of employment where highly sensitive data is processed or maintained by the position. The result of this background screen must meet the Exchange’s eligibility standards.
