In this role, you will oversee the full-cycle recruiting process for various city departments. You will work with the Recruiting Supervisor and leverage your expertise to enhance existing processes and manage critical talent programs. Whether it's optimizing recruiting metrics or improving the candidate experience, your contributions will be instrumental in shaping how the recruiting team attracts top talent.

Essential Job Functions - the basic job duties an employee must be able to perform:
- Work with the Recruiting Supervisor and Manager to recommend and implement innovative hiring solutions and fine-tune standard processes for the recruiting function
- Partner with hiring managers to support staffing needs to include: Regular, Seasonal, Hourly, Special, Interns, Volunteers, Elected Officials, and Staffing Agency Temporary Workers
- Advise of staffing options based on current fiscal constraints and priorities, Patient Protection and Affordable Care Act (PPACA) considerations, employment programs, and cost analysis
- Partner with hiring staff regarding their staffing needs, conduct strategic recruiting discussions, develop recruitment strategies, and use position management in PeopleSoft to track the filling of positions
- Execute full-cycle recruiting, which includes sourcing, screening, interviewing, and job offer formulation.
- Work with hiring staff to ensure compliance with federal and state laws related to hiring
- Coordinate and attend the City's community career fairs and recruitment outreach programs which, occasionally, require hours on evenings and weekends
- Work with Recruiting Supervisor to participate in special projects/recruiting initiatives including assessment of best practices in the selection and hiring process

- Strong verbal and written communication
- Bachelor's degree from an accredited college or university with major coursework in human resources, business administration, or a related area of study.
- Five years of full-time, professional experience in human resources with a strong emphasis on recruiting or talent acquisition
- Experience with NeoGov or another Applicant Tracking System (ATS) is strongly preferred
- Experience with PeopleSoft Human Capital Management (HCM) is strongly preferred
- Experience as a Recruiter in a government setting
- HR or Recruiting certifications such as the SPHR, PHR, SHRM-SCP, SHRM-CP, CDR, or similar.
The City of Colorado Springs offers additional compensation depending on the position, area of assignment, and specific job assignments, including shift differential, pay differential, acting or lead, special assignment, hazard pay, longevity, cell phone allowance, uniform allowance, relocation, awards, standby, call out, compensatory time off, tuition, overtime, extra duty, incentive, holiday premium, proficiency, and vacation sell back.
