Project Overview

Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.

 

UPF is a multi-year, multi-billion-dollar project and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.

 

The UPF Construction project works on various schedules with differing start times pending project needs. 

 

Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.

 

Position Summary

Assigned to the Uranium Processing Facility (UPF) Construction organization in a Subcontracts (Coating Mechanical, Piping and Welding) Field Quality Control position. Responsibilities are to ensure installations within the areas of certification at the UPF project are in compliance with procurement requirements, design/specifications, nuclear codes, project requirements and quality standards. Perform Quality Control assignments of a varied nature requiring a full working knowledge of construction engineering/Quality Control practices. Exercises professional judgment within the framework of broad guidelines provided by superiors.

 

Responsibilities

  • Quality Control inspections in support of coatings, mechanical, piping and welding field activities.
  • Mentor personnel with less experience.
  • Determines the technical requirements for the quality related commodities within a work scope and coordinates with Field Engineering and Engineering on technical issues.
  • Provides input into development of the strategy and engineering packages to support construction execution. 
  • Perform peer checks of new inspectors when requested by the Quality Control Manager.
  • Performs surveillances and monitors work activities, ensures the technical adequacy and quality of work performed. 
  • Ensures installations within the areas of certification are compliant with project quality requirements and applicable regulatory codes and standards.

 

Qualifications and Skills

Basic Qualifications

  • B.S. Degree in Engineering and 6 years of related experience, or in lieu of degree, a high school diploma or GED equivalent and 12 years of related experience.
  • Must be a US Citizen
  • Must be able to complete a pre-employment drug screen and background check, including verification of employment, education, and travel.
  • Must be physically capable to conduct field inspections and participate in project walk downs which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, walking on elevated platforms, walking on uneven surfaces, climbing in very small and/or confined spaces, and lifting up to 40 lbs.
  • Must be able to support both day and night shift.

 

Minimum Qualifications

  • Knowledge and experience of DOE, DOD, and/or commercial nuclear construction projects is required.
  • Candidates should be self-starters, highly motivated, requiring little supervision, and able to work well in a team environment.
  • The candidate should have a good working knowledge of current design codes and standards such as NEMA, NEC, ACI, AISC, ASME, B31.1, B31.3, as well as NQA-1 requirements.
  • Familiarity with industry quality standards.
  • Must meet the project requirements for certification of a Level II Mechanical/Piping QC and be capable of achieving a Level II Mechanical/Piping QC certification.
  • Must meet the project requirements for certification of a Level II Visual Welding QC and be capable of achieving a Level II Visual Welding QC certification.
  • Must meet the project requirements for certification of a Level II Civil/Coatings QC and be capable of achieving a Level II Civil/Coatings QC certification.
  • Candidate must have experience with cementitious and intumescent fireproofing applications.

 

Preferred Qualifications

  • Previous experience in Construction Quality Control or Field Engineering at a DOE Project.
  • Previous experience in disciplines or areas other than those listed in the minimum requirements.
  • Previous experience with IBC requirements.
  • Previous experience with ASME requirements.
  • Previous experience with NACE requirements.
  • Previous experience with NQA-1 requirements.
  • Have working knowledge of NDE methods.
  • Have working knowledge of the Bechtel Standard Work Processes Procedures (SWPPs) and the related Bechtel Standard application Programs (BSAPs).
  • Have working knowledge of the Bechtel Nuclear Work Processes Procedures (NWPPs) and the related Bechtel Standard application Programs (BSAPs).
