Job description

Under general direction of the IT Business Management Section, PMO Director, Information Technology Manager I, the IT Specialist II is responsible for providing a variety of expert-level, project management services to the Division's project teams and senior management. These services may vary from performing in the role of Senior Project manager or a lead business analyst for specified project needs, or project portfolio oversight purposes. This may involve leading teams of State and contractor staff involved in developing documents to obtain project and budgetary approvals, development of procurement documentation, production of State-required project status reports, reviews of project and portfolio performance reports, and the ongoing development of the Division's agile project methodologies and supporting project management tools and processes. Specific areas of assignment will vary depending on the changing needs of the Division's project portfolio.
The primary duties of the IT Specialist II lie within the Business Technology Management and IT Project Management domains with general knowledge in the Client Services, Information Security Engineering, Software Engineering, and System Engineering domains.

Working Conditions

  • A majority of the essential functions of this position may be performed via telework and/or with flexible scheduling. Consistent with Policy Directive 5338, Telework may be considered with prior approval from management. If approved, incumbent is expected to provide in-office coverage on a rotational basis, and attend a variety of face-to-face meetings, and/or may travel throughout California as needed, with prior notice.

This is a Sacramento-based position that may work remotely throughout California. Incumbent will have minimal to no travel requirements but may be asked to go onsite to one of DSH's six locations if needed and with prior notice.
DSH's six (6) locations includes:
Atascadero State Hospital - San Luis Obispo County
Coalinga State Hospital - Fresno County
Metropolitan State Hospital - Los Angeles County
Napa State Hospital - Napa County
Patton State Hospital - San Bernardino County

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • A minimum of four (4) years of broad, extensive and increasingly responsible experience applying PM principles, methods, techniques, tools, and knowledge of various System Development Lifecycle (SDLC) methodologies such as Agile/SCRUM.
  • A minimum of two (2) years in the lead role of one (1) or more large complex IT projects.
  • Experience in managing and successfully adopted IT project(s) across a multi-location organization.
  • Experience in working directly with an IT System Integrator.
  • Experience in initiating and supporting projects using the CA Dept. of Technology (CDT) Project Approval Lifecycle (PAL) Processes and procedures and oversight processes for IT projects.
  • Understanding of the State budgetary process, legislative and administrative procedures, procurement documents and procedures, and the roles and responsibilities of oversight and regulatory agencies.
  • Extensive experience of working with teams of business and technology staff, with an ability to clearly communicate with and persuasively present to a wide variety of audiences.
  • Experience managing vendor engagements with specific responsibilities of determining the statement of work, managing the selection process and management of deliverables.
  • Experience consulting in the creation, managing and executing of standardized processes across a business analytics and/or project management team.
  • Assisting leadership in establishing and institutionalizing an IT Project Portfolio to ensure projects and IT efforts yield the desired business value and the realization of the department or company's core strategies.
  • Project Management Professional (PMP) Certification; SCRUM Master Certification; and/or Agile Project Management Certification or formal project management coursework such as PM certification.
