Job Title: Senior Project Manager, CEI
Department: Technology Services (IT)
Reports To: Director of IT
Supervises: None
FLSA Status: Exempt
Pay Grade: E7
Job Type: Full-Time, Regular

General Functions:
The Project Manager is responsible for managing technology driven projects within the IT department and the broader CITC organization. This position leads the development of project scope and objectives, develop project work and communication plans, allocate tasks, set milestones, and create and maintain the project portfolio. This position provides strong project leadership and motivates teams to deliver on project goals. Serves as the primary contact for internal and external customers on assigned projects and provides senior leadership with timely status and solicits feedback on critical decisions.
Duties and Responsibilities:

  • Collaborate with the CITC and CEI leadership in project planning and implementation.
  • Monitor and control project scope, schedule and cost through, initiation, planning, execution, and closing phases.
  • Recognize, identify, and confront issues and risks that may threaten projects and handle them resolutely.
  • Define tasks and required resources.
  • Align project objectives with company goals, clearly define objectives to project teams.
  • Use one or more it projects management methodologies and various project tracking software tools to handle projects, efficiently and effectively.
  • Define, assign, and track project deliverables.
  • Direct internal and external staff and vendors to outcomes and plans with the delegated authority of the IT Director.
  • Participate in department trainings and meetings.
  • Maintain confidentiality according to regulations, policies, and procedures.
  • Perform other related duties as assigned.
Job Responsibilities Related to Participant Privacy
  • Employee is expected to actively participate in CITC privacy training and to protect the privacy of participant information in accordance with CITC's privacy policies, procedures and practices, as required by federal and state law. Failure to comply with CITC's policies and procedures on participant privacy may result in disciplinary action up to and including termination of employment.
  • Employee may access protected health information and other participant information only to the extent necessary to complete job duties. Employee may only share such information on a need to know basis with others who have job responsibilities related to treatment, payment, or other CITC operations.
  • Employee is encouraged and expected to report, without the threat of retaliation, any concerns regarding CITC's policies and procedures on participant privacy and any observed practices in violation of the policy to the designated Privacy Officer.

Minimum Core Competencies: CITC Values, Respectful Leadership, Professionalism, Emotional Intelligence, Problem Solving/Critical Thinking, Communication Skills.
Minimum Qualifications:
  • Bachelor's Degree in Project Management, Business, or Information Technology. Relevant experience may substitute for the educational requirement on a year-for-year basis.
  • Five (5) years of experience in managing or being responsible for projects.
  • If Alaska-based, valid Alaska driver’s license and insurable under CITC’s automotive insurance, which requires a driver to be at least 21 years of age and have had a driver’s license for at least three years.
  • Continued employment is contingent upon a satisfactory completion of a state and federal fingerprint background check.
Preferred Qualifications:
  • Project Management certification (PMP or PRINCE II).
  • Experience with Agile Project Management Methodologies (DASM, SCRUM, Kanban, etc...).
  • IT Service Management Certifications (ITIL or ITSM certification).
  • Experience with Healthcare Information Systems.
Physical Requirements:
  • Primarily works in an office setting, with extended periods of time at a desk and on a computer.
