Job description

The Senior Program Manager & Surface Warfare Combat System Modeling & Simulation (M&S) will directly support the Naval Research Laboratory (NRL) the Assistant Program Manager (APM) in the development of Aegis Combat System M&S test beds. In this capacity the Senior Program Manager will lead a diverse, multi-discipline team of Government and Contract personnel in the adaptation, integration, testing, and successful demonstration of novel Aegis Combat System upgrades. KEY RESPONSIBILITIES SUMMARY: Serve as a technical lead contributing to and directing the efforts of development teams, including internal and external team members.

Provide principal contractor support to the Aegis Combat System Test Bed (CSTB) APM in 5770. Coordinate CSTB federate team leads to maintain the CSTB IMS, supporting DT/OT and transition to fleet of software builds. Act as Team Lead for Common Services (CS) federate, supporting CSTB development.

Manage activities of six area SMEs, including 2 junior Envisioneering employees. Provide SME for M&S HLA Systems Engineering, data analysis, VV&A, and software development lifecycle. Coordinate supporting activities amongst NRL, NSWCDD, JHU/APL, and COMOPTEVFOR.

Develop POA& Ms and track based on APM requirements. Run weekly/biweekly meetings amongst stakeholders, supporting CS and CSTB development. Deliver various artifacts: CSTB IMS weekly updates CSTB monthly quad chart CSTB quarterly risk management charts Model Database Design (MDD) documents as required for design reviews Onsite/Telework: Routinely, 2 days per week required on-site at NRL.

Travel: Infrequent. PHYSICAL DEMANDS Sedentary/10 lbs. maximum occasional life/carry of small articles.

Some occasional walking or standing may be required.MINIMUM SKILLS/QUALIFICATIONS: At least eight years of related Systems Engineering experience. Minimum five years & experience in a physics, mathematics, computer science, or engineering field. Minimum three years & experience in M&S and/or research, development, test, and evaluation.

Experience with the Aegis Combat System. Familiar with DoD and USN Systems Engineering and Acquisition practices. Demonstrated ability to plan and manage complex projects.

Experience in managing distributed simulation projects employing the High Level Architecture (HLA). Experience in identifying, evaluating architectural, and technology alternatives and in identifying and quantifying related risks. Familiar with DoD processes for Verification, Validation, and Accreditation (VV&A) of Simulations.

Familiar with standard productivity tools such as Microsoft Office Suite in order to support system documentation efforts. Experience in producing and presenting briefings for technical, programmatic, and executive level audiences. Department of Defense (DoD) Secret security clearance* required at time of hire with the ability to obtain Top Secret.

EDUCATION: Bachelors of Science and/or Masters desired in Computer or Electrical Engineering, Computer Science, Information Systems, or other related discipline from an accredited college or university.
