The Position
This classification performs detailed technical and professional work in managing competitive solicitations for the acquisition of commodities or services. The position is responsible for the preparation, review and analysis of solicitation documents for acquisition activities that are complex and/or extensive and related work as directed. Work is performed under the general supervision of the procurement manager or designee, and is evaluated through conferences, reports and observation of results and adherence to established purchasing policies and regulations. A high level of task management skill and diplomatic exchange with Port Authority staff and vendors is required.
General Description
Management of a high volume of diverse work associated with the solicitation of formal and informal competitive procurement methods. Leads procurement planning and coordination activities for assigned tasks. Clearly communicates and maintains a timely and accurate exchange with client departments. Advises departments on procurement policy and procedure.
Conducts research to obtain product or service information in order to become knowledgeable by understanding the kind and quality of items or services to be procured.
Provides assistance to client departments in developing statements of work, scopes of work or specifications for competitive solicitations. Determine the basis for award and the vendor minimum qualifications with clients during solicitation drafting.
Conducts pre-bid conferences and assists in answering questions and clarifying requirements for potential respondents through official addendum(a). Facilitates staff evaluation meetings for qualifications-based purchases.
Determines responsiveness of bids, quotes and proposals and responsibility of offerors and safeguards designated trade secret information.
Updates and approves purchase requisitions in the financial system. Ensures accuracy and receipt of proper authorizations and supporting documentation on requisitions and purchase orders prior to generating purchase orders and contract orders. Inputs and updates documents as necessary.
Performs diligence in the review of bid waivers including sole source, single source, emergency, cooperative procurement and piggyback requests for acquisition and recommends appropriate action.
Prepares tabulations, compiles reference checks of vendors.
Prioritizes assigned work to meet the changing needs of the Port Authority; continually monitors status of assigned work and reprioritizes work in progress, as needed to meet demands.
Uses local newspapers and electronic posting boards to advertise and announce competitive opportunities, makes notice of meetings, issues addendum(a) and disseminates notices of award and other important and necessary information, as appropriate. Develops source lists and notifies identified sources of solicitation opportunities.
Schedules, manages and chairs pre-submittal meetings and formal openings in accordance with Florida Sunshine Law requirements. Conducts contract negotiations when required.
Train and mentor junior Procurement Agent staff, as assigned, to develop skills in research and document preparation.
Perform spend analysis for a wide variety of commodities and services.
Assists in updating procurement policy and procedure as directed. Participate and assist in the research, design and implementation of automated procurement systems and related procedures.
Seeks review and approval of contract documents from the Port Authority attorney and requests approval of purchase documents, as appropriate.
Assists with the preparation of and reviews documents for presentation to the Airport Special Management Committee or Joint Board of Port Commissioners for approval.
Assists with vendor performance issues, working toward amicable resolve while ensuring contract compliance.
Participates in and/or conducts trainings and/or procurement related workshops.
Maintains solicitation and procurement files, reports and records.
May be assigned work in a specialized procurement category.
Performs other related work as required.
Minimum Requirements
Knowledge, Skills, and Abilities: Considerable knowledge of centralized procurement practices and processes, competitive solicitations and negotiated procurement; and specialized procurement such as information technology, construction and/or professional design. Active knowledge of automated e-procurement systems, ERP systems, word processing and spreadsheet applications.
Ability to express ideas clearly and concisely, both orally and in writing with meticulous attention to detail and a positive, client-focused attitude.
Ability to establish and maintain effective working relationships with all levels of Port Authority staff, vendors and the general public.
Ability to interpret and apply Port Authority procurement policies and procedures.
Skilled in gathering, evaluating and analyzing data and managing and tracking multiple projects concurrently.
Ability to exercise ethical judgment, accept personal responsibility.
Ability to attend work on a regular and reliable basis.
Training and Experience: High School Diploma/GED required. Bachelor's degree and a minimum of five years procurement experience required or an equivalent combination of training and experience may be considered. IT buying experience is highly desirable. Certified Professional Public Buyer (CPPB), NIGP - CPP, or other nationally recognized procurement certification is required or must be obtained within three years.
EMERGENCY RESPONSE/RECOVERY ACTIVITIES
Lee County Port Authority personnel are designated by tier levels and may be called upon to assist with an emergency or unforeseen event at any time. Employees may be called upon to fulfill duties that are outside their normal scope of work to assist in resuming airport operations and flight activities.
Overview of Benefits
Florida Retirement System (FRS)
The employee has a choice of a pension or an investment plan. The FRS Pension Plan is a traditional defined benefit plan that offers you a guaranteed monthly benefit for life after the required vesting period. The FRS Investment Plan is a defined contribution plan that receives an employer contribution of 6.3% for regular class employees and 14% for special risk employees . Both are employee and employer-sponsored retirement plans. Lee County Port Authority employees eligible to participate in FRS are required to contribute 3% of each paycheck to FRS. If you have retired from the FRS pension plan, please be advised that you are not eligible for renewed membership in either of the FRS retirement plan options.
Medical Insurance
The Port Authority offers two plan choices for all full-time employees, their spouse and their dependents. Coverage begins the first of the month following their date of hire.
Dental Insurance
The Port Authority offers a dental plan for full time employees, their spouse and children.
Vision Insurance
If you are enrolled in the medical plan you and your family are eligible for basic vision coverage through vision discounts. Two more comprehensive plans are offered, including a basic vision plan and a vision 2 high option plan, paid entirely by the employee.
Employee Assistance Program
The Port Authority provides this benefit at no cost to the employee. This is the availability of licensed professional counselors for personal issues with 100% confidentiality.
Flexible Spending Account(s)
There are two types of reimbursement accounts: Medical and Dependent Care. It is optional and allows the employee to have pre tax dollars deducted from their paycheck for reimbursement of medical costs not covered by your plans or child care costs for children under 13.
Life /AD & D Insurance
The Port Authority provides this benefit at no cost to the employee. Employees are insured at an amount equal to the annual salary rounded to the next higher thousand dollars. The AD&D insurance provides additional coverage in the event the employee should lose their limb(s), eyesight or die.
Optional Life Insurance
The Port Authority provides the employee with an option to purchase additional life insurance coverage for him/herself, their spouse and their child(ren).
Short Term Disability
The Port Authority provides the employee with short term disability coverage for him/herself at no cost to the employee.
Long Term Disability
The Port Authority provides this benefit at no cost to the employee. Benefits are paid up to 60% of the employee's salary after being disabled for 90 consecutive days.
Direct Deposit
The employee's payroll check is directly deposited into the bank of their choice.
Other Programs
Deferred compensation and membership in the Suncoast Credit Union are also available.
Paid Time Off & Holidays
The Port Authority offers a generous amount of paid time off and paid holidays.
