DEFINITION:
Has administrative responsibility for highly diversified probation programs or functions.
CLASSIFICATION STANDARDS:
Positions allocated to this class report to the Bureau Chief, Probation or higher and have administrative responsibility for highly diversified probation programs or functions. Positions in this class function as operational division head responsible for all aspects of program management that require a high level of coordination, oversight and accountability. These highly complex programs may have several program segments that must be implemented and may require cohesive and consistent execution in order to effect program goals and objectives. Positions assigned specific functions such as juvenile hall superintendent or regional director have administrative responsibilities for the area's operations, programs and services. Some assignments allocable to this class may direct a major program area that includes multi-disciplinary human services program activity serving Probation clients; or provide program management for a highly specialized departmental program.
- Plans, organizes, directs and evaluates the work of a highly diversified or specialized probation program or function.
- Assists management in the formulation and interpretation of departmental policies and procedures, providing guidance in the interpretation and application of policies and procedures which may include specialized cases.
- Plans and implements policies and procedures necessary to increase departmental efficiency, reduce administrative cost, and improve mandated services to clients, the courts and to the community.
- Plans, organizes, directs and evaluates the operation of a region in Field Operations, a juvenile facility such as Central Juvenile Hall or Barry J. Nidorf Juvenile Hall or a camp region within Residential Treatment Services Bureau.
- Primary on-site responsibility at a juvenile hall or a camp region ensuring the health, welfare and safety of its staff and youth.
- Ensure Probation facilities comply with all Board of State & Community Corrections Title 15 mandates.
- Assists the Chief Probation Officer in the development and implementation of a comprehensive educational reform program within the juvenile halls and camps.
- Provides technical guidance to departmental senior managers on the implementation of a comprehensive educational reform program.
- Confers and consults with County departments, cities and judicial personnel from various Courts, with personnel from the District Attorney, Public Defender, Sheriff, Police and Fire Departments and with private organizations and civic groups regarding the interpretation of probation programs and policies.
- Directs and maintains a community relations program designed to develop intensive probation involvement in all aspects of local community issues and coordinates cooperative efforts with community institutions and groups.
- Administers a program of quality control to enhance consistency of service delivery in local areas and improve sanction-oriented adult services.
- Furnishes information for press releases regarding situations in the department and may prepare articles on probation programs for publication.
- Directs a specialized multi-disciplinary program providing services to Probation clients in such areas as mental health counseling, residential care, or protective or support services, as needed.
- Represents the Chief Probation Officer on matters relating to the comprehensive education reform program, as needed.
Three years of experience at the level of Probation Director*.

LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
PHYSICAL CLASS:
2 - Light. This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
SPECIAL REQUIREMENT INFORMATION:
*Experience at the level of Probation Director is defined as acts as the administrative head of a large or specialized and complex juvenile institution, diversified operational unit, or has administrative responsibilities for a major probation program or function.
Required Probation Officer Core (POC) Academy or Juvenile Corrections Officer Core (JCOC) Academy. Completion of either academy is required to hold peace officer status in the State of California.
To demonstrate peace officer status, you must provide your Standards and Training for Corrections (STC) transcripts demonstrating successful completion of Probation Officer Core (POC) or Juvenile Correction Officer Core (JCOC) Academy.
BACKGROUND INVESTIGATIONA thorough background investigation will be conducted, which may include, but is not limited to, the following:

2) Polygraph Examination or Computer Voice Stress Analyzer Test.

4) Medical and Drug Screening Examination
5) Credit Check
6) Juvenile Corrections Officer Core physical agility examination
Applicants who are found unsuitable during their background investigation will not be eligible for appointment. Applicants may be deemed unsuitable for reasons that include but are not limited to the following:
- Who is addicted to the use of intoxicating liquors or narcotics or habit-forming drugs;
- Who is guilty of conduct not compatible with County employment, whether or not it amounts to a crime;
- Who has been dismissed or has resigned in lieu of discharge from any position, public or private, for any cause which would be a cause for dismissal from County service; or whose record of employment has not been satisfactory in the County service, or with any other agency or firm;
- Who has abandoned any position in County service or been absent from duty without leave of absence duly granted;
- Who has a made material false statement or who has attempted any deception or fraud in connection with this or any other civil service examinations;
- Who refuses to execute the oath as prescribed by law;
- Who refuses to be fingerprinted;
- Who refuses to take or fails to pass the prescribed medical examination
