Reporting to the Manager, Aviation Strategy, the Senior Policy Analyst is responsible for policy analysis and development; and translating analytical work into practical proposals that serve the public interest. 

The position plays a key role in the Aviation Strategy Unit team helping to research and shape policies that ensure open and competitive access across The Port Authority of New York & New Jersey airport system. It is critical that candidates possess exceptional writing, research, communication, and analytical skills.  

Responsibilities:

Regulatory Policy

  • Monitor pending legislation, notices of proposed rulemaking, and observe committee hearings to review and analyze proposed legislation and regulation
  • Prepare presentations and written materials for elected officials to advance the airport interests and influence local, state and federal policy
  • Review and analyze historical Federal Aviation Administration (FAA) & U.S. Department of Transportation (USDOT) decisions regarding regulatory matters
  • Evaluate policy developments to determine benefits, flaws, and possible impacts on stakeholders.

Strategic Analysis and Forecasting

  • Perform qualitative and quantitative research to integrate economics, political science, and statistics into the formulation and evaluation of policies
  • Conduct analysis to predict the possible implications of policy proposals, including white papers and other ad hoc investigations of industry trends, airline business decisions and changing market characteristics
  • Find and analyze information and data, draft associated descriptions, and summarize results in charts, tables, and other visualizations
  • Assist with data analysis and forecasting regarding passenger, flight, and cargo projections
  • Conduct industry research to support forecast development, internal briefings, and presentations by attending webinars, reading news, industry publications and blog articles, reviewing airline earnings meetings, and participating in trade group presentations

Internal and External Affairs

  • Respond to requests for information agency staff, build relationships with the organization's external stakeholders
  • Work with Department subject matter experts to ensure that viewpoints on particular policies are taken into account
  • Develop interpersonal relations to explain complex issues and at the same time persuade and influence stakeholders that proposed policies are sound and based on adequate and accurate research
  • Participate in national and international aviation policy forums and seek leadership roles on trade association (e.g. AAAE and ACI-NA) committees

Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelor's degree from accredited college or university in Public or Business Administration, Aviation, Urban Planning, Public Policy, Political Science, Economics, or related field
  • Experience in writing, researching, analyzing data, or providing advice and recommendations on policy issues in at least one of the following four areas of focus:
    • Proposed legislation or regulation in aviation or transportation industries
    • Slot policy, airline partnerships, or competition in air transportation
    • Air service development, airline sales, marketing, or network planning
    • Advocacy materials including executive summaries, white papers, leave-behinds, or presentation decks

Desired

Ideal candidates will present the following profile:

  • Master's degree in Public or Business Administration, Aviation, Urban Planning, Public Policy, Political Science, Law, or related field
  • Knowledge of aviation laws, regulations, executive orders, agency and federal rules, policy and guidance
  • Knowledge of qualitative analysis and policy evaluation methodologies
  • Ability to conduct Regulatory and legislative research and write concisely and persuasively under short deadlines
  • Experience drafting or commenting on legislation, rulemaking, policy review or program development
  • Ability to critically analyze and interpret complex arguments for different stakeholder audiences and to interact with range of internal and external parties, from high-level executives to technical staff; ability to tailor messages to effectively communicate with different audiences
  • Ability to develop data-driven analyses of policy issues and then translate into compelling written, verbal, and visual (e.g., PPT, data visualizations) advocacy
  • Proficiency in communicating highly technical research through writing with a skillset founded on economics, political science, research and/or technical writing
  • Demonstrated commitment to serving the public interest and a strong interest in transportation or the aviation industry
