Job description

The Departmentof Planning & Building is seeking a SeniorPlanner to join the Current/Environmental Planning Team!

This position requires a highly motivated, independent, and self-directed worker who can effectively collaborate with internal and external customers to process the most complex land use, environmental, and subdivision projects. The Senior Planner serves in a leadership role within the Current Planning division and will, with the support and direction from the Supervising Planner team, assist with the daily supervision, mentorship, and training of junior staff. The ideal candidate will have previous leadership experience, including a track record of forming and maintaining strategic alliances and relationships, contributing to a collaborative team environment, delegating, supervising, and coaching. A background in environmental sciences, natural resources, or planning as well as technical field experience is required.
Senior Planner is part of a career series for Planner I, II, Ill, and Senior Planner. Classes in this series perform a variety of tasks in support of programs assigned to the Department of Planning and Building or General Services Agency including community planning, development review, environmental review, energy, and natural resources management, airport planning, park planning, housing, and economic development and other related work as required. Management of a variety of land use and subdivision entitlements County, State, and Federal rules and regulations regarding environmental and land-use planning with special emphasis on CEQA and environmental compliance practices and procedures principles and practices of environmental planning and public administration consequences of public decision-making on environmental resources applicable laws, codes, ordinances, rules, regulations, policies, and procedures basic systems of the physical and life sciences planning and engineering principles and practices pertinent to environmental impact determinations practices and procedures involved in the investigation and resolution of environmental and regulatory permit issues and disputes principles and practices of administration, supervision, and training Oral and written communication skills interpersonal skills using tact, patience, and courtesy basic public relations techniques
Typical Tasks and Representative Duties:
  • Collect and summarize planning and environmental data including the provision of specialized assistance related to environmental issues (e.g. biology, archaeology, geology) complete application processing including making recommendations to the Planning and Building Director or appointed/elected officials
  • Make regular presentations at committee meetings and public hearings
  • Prepare, maintain and update the general plan and policy-related documents including airport land use plans
  • Prepare Environmental Impact Reports
  • Manage large projects with complex environmental review
  • Coordinate communications, resources, and personnel to assure smooth and efficient completion of division activities to meet County requirements
  • Assist with the development, implementing, and conducting of employee-training sessions
  • Assignment to specialized projects such as serving as a department liaison and regularly attending advisory committee meetings
  • Collaborate and consult with others in the development and implementation of Division or function programs, projects, policies, procedures, goals, and objectives
  • Oversee the investigation and assure proper and timely resolution of planning, land use, environmental, construction, inspection, and permit issues and disputes as directed

The ideal candidate will demonstrate leadership, knowledge of current planning procedure and practices, environmental review requirements, and the function of a planning division at an expert level. The individual will be experienced and comfortable with concurrently managing complex current planning assignments, administrative responsibilities, and serving as a lead or supervisor for a team of planning professionals. The individual will possess strong public presentation skills and the ability to produce professional quality staff reports. The candidate will have a sense of urgency, a strong commitment to providing quality service to the community, and a desire to support and help build a strong current planning section. The individual will bring a positive attitude, a sense of humor, and exercise thoughtful decision-making and leadership. Only the most qualified and experienced candidates with relevant experience will be considered for the Senior Planner position within the Current Planning division.

Minimum Qualifications
All levels: Graduation from an accredited institution with either a Bachelor's or Master's degree in urban and regional planning, architecture, landscape architecture, geography, natural resources management, environmental, physical or life science, or a closely related field. (Para-professional or higher level job related experience may substitute for the required education on a year-for-year basis.)
In addition:

Planner I: No additional experience required.
Planner II: One year of professional level experience in urban and regional planning or environmental review and analysis.
Planner III: Two years of professional level experience in urban and regional planning or environmental review and analysis.
Senior Planner: Four years of professional level experience in urban and regional planning and environmental review/analysis or environmental impact assessment work which requires a state approved specialized professional license or certification.
Licenses and Certificates

Certain positions within this classification may require driving. When driving is an essential function of the position, a valid CALIFORNIA driver license will be required at the time of appointment and must be maintained throughout employment.
