Description
The Senior Planner position is a high level professional and technical planning position that is responsible for advanced-level work involving both long-range and current planning (plan implementation) activities.
A high emphasis is placed on design and urban design issues, including a strong knowledge of architecture, landscape architecture and site planning. The position is responsible for preparing comprehensive plans and sub-area plans, coordination of the Village's review and analysis of annexation and rezoning requests and development proposals, reviewing projects within the Village's TIF Districts, and developing land use regulations.
The position is also responsible for certain commission activities such as attending meetings, program creation and implementation, record keeping, presentations, and budgeting. Another role includes assistance with economic development activities such as developing and maintaining a statistical data base, coordinating information between various members of the Village Staff, developing plans, policies and programs for review and making presentations to the Village Board and Commissions. Work is performed with a reasonable degree of latitude for independent, mature judgment, and action is reviewed by the Director of Community Development through observation, conference, reports, and achievement of desired objectives.

  • Regular and reliable attendance is required;
  • Review applications for residential, commercial, industrial, and mixed-use development;
  • Research and provide recommendations for Village policies, ordinances, and planning documents;
  • Demonstrate proficiency and independence with project management, particularly with large development projects, redevelopment projects, and consultant work;
  • Review applications for zoning variances and other applications for conformance with applicable regulations and policies;
  • Serve as staff liaison for review boards, ad-hoc committees, and elected officials (including technical advice, reports, and presentations);
  • Represent the Village at meetings, conferences, trade shows, and community events;
  • Conduct site inspections for projects and proposed study areas;
  • Guide design and policy for projects and plans;
  • Assist and mentor junior staff;
  • Write Request for Proposals/Qualifications;
  • Draft articles for press releases and Village newsletters;
  • Perform outreach to existing businesses and new business prospects;
  • Review and report on economic development activities including rental rates, available properties, construction costs, and other related activities;
  • Track vacancy information and assist with report development;
  • Attendance at meetings with senior staff;
  • Outline critical thinking paths on various projects and initiatives;
  • Other similar duties.

Competencies
  • Excellent writing skills and attention to detail;
  • Excellent public speaking and presentation skills;
  • Valid driver's license and ability to pass Village driving skills test;
  • Ability to use a scale and read blueprints, landscape plans, architectural elevations, and site plans;
  • Ability to communicate effectively with officials, coworkers, subordinates, the general public, representatives of organizations, and others to exchange or convey information.
  • Complex understanding of zoning, planning, development practices, development and economic incentive agreements, and land use law;
  • Proficiency and understanding of the Microsoft Office Suite, including Microsoft Word, Microsoft Excel; and Microsoft PowerPoint;
  • Advanced experience with Microsoft Access or databases is a plus;
  • Fluency in foreign languages reflective of the community is a plus;
  • Experience and familiarity with one or more of the following programs is preferred: Adobe Creative Cloud (InDesign, PhotoShop, Illustrator), AutoCAD, Sketchup, ArcGIS/ArcMap.

Required Education and Experience
Bachelor's Degree or Master's Degree in Urban and Regional Studies; Urban Planning; Geography; Public Administration or other applicable discipline from an accredited college, plus 7 years of professional planning experience.
Work Environment
The position is for a professional office environment that includes dedicated desk space, computers, office equipment, meetings in conference rooms, and occasional off-site visits and meetings. Applicant is anticipated to spend a majority of the time at a desk writing reports or in meetings. Occasionally staff has been known to assist with room setup for events including moving furniture and accessing electronics. Meetings at construction sites and manufacturing facilities may take place from time to time.

  • The employee is frequently required to stand, walk, and use their hands to handle, or reach with hands and arms.
  • The employee is occasionally required to sit. The employee must regularly lift and/or move more than 50 pounds.
  • Specific vision abilities required by this position include close vision, distance, vision, color vision, peripheral vision, depth perception, and the ability to focus.

Salary and Benefits
Starting salary for this position is $91,733. The selected candidate will have the opportunity to advance a step within the salary range of $91,733 - $120,795 on an annual basis. The Village offers a generous benefits package, including an Illinois Municipal Retirement Fund (IMRF) pension, vacation, personal, holiday, and sick time. Medical, dental, life insurance, and medical/dependent flex plans are also included.
