Buckeye Partners is currently seeking a Senior Manager, Terminal Operations with petroleum pipeline terminal and marine Terminal Operations experience in the Oil & Gas Industry to join our growing team!
Role Summary:
The Senior Manager, Terminal Operations role is responsible for directing and assuring safe, reliable, efficient, environmentally conscious, and profitable Terminal Operations in compliance with regulatory requirements and company mission. Terminal operations include operations associated with truck rack, marine, and rail terminals.
Essential Duties & Responsibilities include:
- Team Leadership. Provide leadership to the Terminal Operations Team in support of the program goals. Provide dotted line leadership to the Regional Terminal Specialists.
- Operations and Maintenance Programs.
- Lead the development and maintenance of Terminal Operations manuals, procedures, and tools in support of safe and reliable Terminal Operations including truck rack, marine and rail terminals.
- Serve as the primary owner of the Terminal Operations Manual (including the Marine and Rail Operations Manuals) and assist with writing and revising Local Terminal Operating Manuals (LTOMs).
- Provide significant input to the Terminal Preventative Maintenance Programs to improve asset reliability.
- Support Asset Teams in the implementation of the operations and maintenance requirements to assure safe and reliable operations.
- Conduct regular Terminal Operations conference calls to share procedure and program requirements, best practices and lessons learned with Operations personnel.
- Inventory Management. Provide leadership and oversight of the Terminal Inventory Management Program.
- Release Prevention. Lead the analysis of releases and release prevention. Understand the root causes of the incidents to identify trends and appropriate corrective actions to reduce release count and severity.
- Customer Service. Provide exceptional customer service to internal and external stakeholders to support program requirements, inventory management, driver training and requirements, carrier engagement, commercial opportunities, Terminal Automation System support, etc.
- Regulatory Compliance. Maintain knowledge of petroleum terminal, rail, and barge dock environmental regulations, safety directives and operating procedures to ensure terminal compliance.
- Emergency Response. Assist in responding to terminal related incidents and emergencies and participating in annual emergency response training drills, as required.
- Project Support.
- Assist in compiling annual project lists and costs for annual budget purposes at each terminal including ownership of the Terminal and Rail MCAP / MEXP programs.
- Assist with the development of project scopes, cost estimates, design and construction activity for facility improvements in accordance with expense budgets and capital program limits.
- Provide project support and guidance as needed in support of return capital project opportunities.
- Due Diligence and Integration.
- Participate in Due Diligence activities related to potential terminal acquisitions.
- Participate as a lead member of the Integration Team to provide transition support, new employee orientation, and procedure gap analysis. Ensure that thorough assimilation of facilities, employees, and requirements continues after acquisition.
- Provide training and start-up support to Field Operations for new facility installations and modifications.
- Performance Assurance.
- Maintain audit programs to evaluate terminal facilities and operations to ensure they meet or exceed company standards. Conduct terminal audits and support the timely correction of any deficiencies.
- Develop, report, monitor, and evaluate Key Performance Indicators (KPIs) related to Terminal Operations, maintenance, inventory management, and incidents.
- Continuous Improvement. Identify, develop, and implement continuous improvement initiatives to reduce risk or create operational improvements.
- Personnel Training. Support the development and implementation of terminal training programs, including operations training and the Terminal Training Academy.
- And other duties as assigned.
Position Requirements:
- Bachelor’s Degree required, preferably in Business or an Engineering-related discipline. Equivalent experience will be considered in place of a degree.
- 10+ years of petroleum pipeline terminal and marine Terminal Operations experience preferred, including a thorough knowledge of terminal maintenance, operations, safety, environmental and emergency policies and standard practices.
- Basic understanding of project management and engineering fundamentals required.
- Experience managing budgets and other financials required.
- Up to 50% travel

- Position may require exposure to adverse weather conditions, hazardous environments, and require the physical stamina to climb tanks and work long hours in the field.
