The New York City School Construction Authority (SCA) is the organization responsible for designing and building new public schools and managing the design, construction, and renovation of capital improvement projects in New York City’s more than 1200 school buildings. We are seeking a Senior Manager Operations for the Contract Administration Division. This oversight role requires a comfort level with Financial Statements and the concept of financial reviews. The calculation of “multipliers” (to be used in connection with hourly rate compensation of our consultants and other contract partners, where appropriate) is a key task within this unit. Additionally, the Financial Readiness Unit will be responsible for the administration of the SCA’s Financial Model utilized in connection with Pre-Qualification and Construction Contract Award. The ideal candidate will bring a “big picture” outlook with regard to the SCA’s financial reviews and risk mitigation in connection therewith.
Responsibilities include:
- Supervise staff in defining, developing, facilitating implementation of Authority-wide information system
- Prepare daily, weekly, and monthly contract activity reports for Personal Service Contract s reporting
- Oversee/prepare, multiplier calculations for labor associated with professional service contracts
- Assist in the development of a formalized internal guideline to list/describe all expenses from multipliers
- Assist in the creation of a database to store all historical multipliers by product/service
- Develop and recommend concerning policies/procedures affecting operational/administrative matters
- Translate organization strategy into plans, programs, and objectives for their team(s),
- Oversee the preparation of reports on operational/administrative matters for use in formulating policy
- Plan, assign, direct, monitor, review, and evaluate work performed by assigned staff
- Participate in senior management meetings on issues relating to the financial functions
- Provide customer service to other departments and external parties regarding financials
- Complete special projects; develop and manage an organizational infrastructure to handle workload
- Investigate for new innovations and identify new tools and techniques for publicly procured contracts
- Implement standards designed to provide consistent levels of quality in the delivery of financial data
- Manage cost and productivity in the delivery of these services
Required Qualifications:
Baccalaureate degree plus ten years of full-time diverse experience in Contract Administration or related field; five years of experience must have been in supervisory or management capacity; or a satisfactory combination of education and experience.
Weighted consideration will be given to candidates with:
- Baccalaureate degree in Accounting, Finance, Business Administration or related field.
- Familiarity and ability to understand financial statements, income tax returns and related financial information/schedules; ability to prepare and conduct comparative analysis; strong organizational skill is critical; detail-oriented; strong analytical skills; ability to communicate well is critical; proficiency and fluency in Microsoft Excel, especially with Excel formulas/functions; familiarity with data query/data management tools; ability to comply with deadlines.

Salary Range: $122,358.00 - $128,000.00
