Nature of the Position

NATURE OF POSITION
Direct the daily activities of Fleet Maintenance operations to ensure Agency goals and strategies are realized. Plan, direct, and coordinate staff activities to maintain Agency vehicles and equipment in a state of good repair.
Essential Duties & Responsibilities/KSA
  • Provide leadership and direction to departmental staff to include coordinating work among the department; coordinate work with external agencies; prioritize and assign work; conducting performance evaluations; ensure that employees follow policies and procedures; and make hiring, termination, and disciplinary decisions and recommendations.
  • Plan, organize, and direct the maintenance and repair of all buses, vans, automobiles, vanpools, service vehicles, and related equipment.
  • Oversee vehicle and equipment procurements, compliance with provisions of equipment warranties.
  • Develop, monitor, and manage the budget items related to department; develop and review cost estimates for maintenance and repair projects and activities; research and analyze data for cost effective improvements.
  • Executes contingency plans and adapts operations for unexpected weather conditions, equipment failures, and emergency situations. Responds to facility and emergency situations on a 24-hour/7 day a week basis.
  • Ensure that Agency standards of safety and security are met by reviewing fleet operations and equipment for adherence to Agency policies and local, State and Federal rules and regulations.
  • Develop, implement, and evaluate policies and programs to ensure a high quality of maintenance and repair of Agency vehicles, and equipment.
  • Track and report information by reviewing and/or analyzing daily workflow, daily running repairs, daily road calls, preventative maintenance inspections, and employee attendance.
  • Address labor relations issues by following established Agency guidelines, hearing grievance responses, and determining corrective action; may represent the department's interest in collective bargaining and arbitration.
  • Direct investigations to verify and resolve customer complaints.
  • Negotiate, authorize, and monitor fulfillment of contracts with equipment and/or materials suppliers.
  • Supervise, motivate, and provide direction to assigned staff; evaluate work performance for acceptability and conformance with department standards; work with employees to correct performance deficiencies.
  • Oversee and monitor the vehicle maintenance management system and other information technology required in the daily operation.
  • Ensure compliance with safety regulations and supervise safe work practices; ensure conformance to hazardous material and hazardous waste regulations.
  • Prepare a variety of reports, documents, and correspondence.
  • Work with and maintain confidential information.
  • Demonstrate regular and punctual attendance.
  • Other duties as assigned.

KNOWLEDGE, SKILLS & ABILITIES
  • Business and management principles involved in strategic planning, budget planning, resource allocation, leadership technique, and coordination of people and resources.
  • Interpret and apply principles in the management of a Fleet Maintenance program of a transit organization.
  • Applicable Federal, State, and local laws, rules, codes, and regulations related to assigned areas.
  • Understand and apply collective bargaining and labor agreements.
  • Vehicle and equipment maintenance and management processes, practices, procedures, repair, and implementation techniques.
  • Industrial safety rules and regulations as applied to a public transit system, specifically methods for safety and legally handling hazardous materials and waste.
  • Prepare and control a budget.
  • Identify problems, evaluate alternatives, and implement effective solutions.
  • Direct, train, counsel, and discipline staff.
  • Demonstrate persuasion and influence in negotiation strategies.
  • Establish and maintain cooperative relationships with those contacted during work.
  • Learn new technologies, policies, procedures, and guidelines established by professional organizations and/or governing agencies.
  • Utilize office equipment and other relevant technology (software and systems) to meet business needs.
  • Understand, follow, and communicate clearly and concisely, both orally and in writing.
  • Work as a team member and independently; effectively apply organizational and time management skills; meet deadlines and comply with Agency policies.
  • Exercise sound judgment in making decisions.
  • Focus on tasks and recall details; handle frequent interruptions.

Qualifications
MINIMUM QUALIFICATIONS
Bachelor's Degree in Business Administration, Transportation, or related field from an accredited institution and five years of progressively responsible supervisory/management level experience in maintenance and/or transportation.; or an equivalent combination of experience, training, and education. Must possess a valid driver's license.
LICENSES, CERTIFICATIONS & OTHER REQUIREMENTS
Must obtain and maintain the following licenses and certifications for continued employment at BFT:
  • Commercial Driver License (CDL) with appropriate endorsements and corresponding medical certification, or ability to obtain within 180-days of employment.
  • First Aid and CPR certification; or ability to obtain within 180 days of employment.

PREFERRED QUALIFICATIONS
Seven (7) years of experience managing a transit fleet, experience in automotive technology.

The benefits listed below are those currently enjoyed by the full-time Ben Franklin Transit (BFT) Exempt Non-Represented employees. It is important to remember that over the course of time these benefits may change - they are not permanent.
Paid Holidays
8 per year (6 scheduled; 2 "floating")
New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, Christmas Day and two floating holidays selected by the employee. You will have immediate access to the two (2) floating holidays; 16 hours of paid time off.
Paid Time Off (PTO)
GL hours for regular, full-time, and part-time exempt employees shall accrue according to length of service at the rates indicated below: PTO hours accrue based upon the actual number of regular hours worked.

Retirement Plan
All Ben Franklin Transit employees are members of the Public Employees Retirement System (PERS). Ben Franklin Transit and the employee both contribute toward the plan. PERS provides regular retirement and disability retirement benefits. BFT employees also participate in the Social Security Program. Rates effective as of 10/01/2023. ()
Voluntary Retirement Savings Plans
Ben Franklin Transit offers two voluntary retirement savings plans. The first option is through Washington State Department of Retirement Systems (DRS) and is a 457 self-funded plan. The second option is Administered by Mission Square Retirement and is also a 457 self-funded plan. You may enroll in both, one, or neither.
Medical, Dental & Vision Insurance
Ben Franklin Transit offers Medical, Dental and Vision Insurance. BFT currently pays 95% of insurance premiums for the employee and 80% for their dependents.
HRA Veba
Ben Franklin Transit provides this employer funded health reimbursement arrangement that can be used for medical expenses.
Life Insurance
Ben Franklin Transit currently pays the entire premium for life insurance coverage ($35,000) for basic life and ($5,000) for accidental death and dismemberment. Employees may purchase Supplemental Life Insurance for employee, spouse and/or dependents through MetLife.
Short Term Disability
Ben Franklin Transit provides partial income replacement for employees who experience extended periods of illness and/or injury. BFT's plan is a self-insured, employer administered benefit.
Long Term Disability
Ben Franklin Transit offers long-term disability for employees through WA Health Care Authority Public Employees Benefits Board (PEBB) Program.
Wellness Program
The Wellness Program has been established to encourage employee health and fitness, both at work and at home.
Employee Assistance
An Employee Assistance Plan (EAP) is provided by Washington State Employee Assistance Program (EAP) to assist you and your family members. Our EAP provides counseling and treatment in such areas as stress, drug and alcohol abuse and family counseling.
