Senior Manager of Compliance (ECC/360 Management Group)

About 360 Management Group: 
360 Management Group, Co. (360) is a 501(c)3, non-profit instrumentality of Elm City Communities  formed in 2018 to preserve low income and affordable housing in New Haven and its surrounding areas. In collaboration with Glendower, other affordable housing developers, and investors, 360 Management strives to create and maintain vibrant housing communities that enrich and revitalize neighborhoods through community and economic development. 360 Management currently manages multifamily developments subsidized and/or financed with state and federal affordable housing programs such as Low-Income House Tax Credits (LIHTC), Rental Demonstration Assistance (RAD), HUD Moderate Rehabilitation (Mod Rehab), HOME, Project-based and Tenant-based voucher programs.
Overview:
In the pivotal role of Senior Manager of Compliance at 360, you will spearhead our commitment to upholding the highest standards in affordable housing regulation compliance. This position places you at the forefront of our leadership team, entrusting you with the crucial responsibility of guiding and managing our compliance initiatives across a diverse portfolio of properties. Your expertise will be instrumental in ensuring adherence to a complex array of regulations, including tax credit and HUD guidelines, vital for the integrity and success of our affordable housing operations.
As a key figure in this role, your responsibilities extend beyond mere compliance maintenance. You will be the driving force behind a culture of deep regulatory understanding and meticulous adherence within our teams. Your leadership will not only shape the operations of the compliance and waitlist teams but also influence the broader organizational strategy in compliance matters. Collaborating closely with the VP of Property Operations and the Quality Assurance Manager, you will ensure that all aspects of our property management—from staff training to lease-up activities—consistently meet and exceed regulatory requirements. Your role is essential in maintaining our reputation as a leader in affordable housing, making a meaningful impact on the communities we serve.
Essential Functions: 
  1. Strategic Compliance Leadership: Play a key role in 360’s Leadership Team, focusing on integrating compliance into the company’s strategic goals and objectives.
  2. Effective Team Management: Lead the compliance and waitlist teams, instilling a high-performance culture with a focus on regulatory compliance.
  3. Cultivating Operational Excellence: Drive excellence in affordable housing compliance by fostering teamwork and collaboration among property management and compliance staff.
  4. Regulatory Liaison and Performance Oversight: Collaborate with the Regional Property Manager and housing agencies to ensure property performance aligns with affordable housing compliance standards.
  5. Interdepartmental Coordination: Streamline communication with departments like Finance and Housing Development to enhance compliance integration across the organization.
  6. Compliance-Focused Onboarding: Oversee new property integration, emphasizing compliance in operational plans, leasing activities, and staff training.
  7. Policy Development and Compliance Culture: Develop and regularly update compliance policies, reflecting changes in laws and regulations, and promote a company-wide culture of Compliance.
  8. Quality Assurance and Monitoring: Collaborate with the Quality Assurance Manager to establish and manage systems for continuous compliance monitoring and addressing policy violations.
  9. Compliance Reporting and Collaboration: Generate compliance reports, implement corrective actions, and work closely with teams across the organization to ensure ongoing compliance.
  10. Stakeholder Engagement and Issue Resolution: Act as the senior representative for escalated waitlist issues and present regular compliance updates to stakeholders, demonstrating regulatory compliance expertise.
Knowledge, Skills and Abilities: 
  • Compliance Expertise: Profound knowledge of HUD 4350.3, EIV, Fair Housing, RAD PBV Program, LIHTC, HOME Program.Ability to apply complex affordable housing regulations effectively.
  • Technical Proficiency: Skilled in Microsoft Office 365 and Smartsheets. Experience with property management software, especially with Emphasys Elite.
  • Adaptability and Problem-Solving: Aptitude for managing dynamic work environments and shifting priorities. Strong problem-solving and decision-making capabilities.
  • Community Engagement: Deep sense of community awareness and commitment to improvement.
  • Regulatory Interpretation: Competent in understanding and applying relevant laws, codes, and standards.
  • Leadership and Management: Proven ability to lead and manage teams effectively. Excellent team coordination and people management skills.
  • Communication Skills: Outstanding written and verbal communication abilities.
  • Organizational Skills: Highly organized, flexible, and a strong team player. Capacity to manage multiple tasks and deadlines efficiently.
  • Independence and Accountability: Ability to work autonomously and maintain accountability.
  • Solution Orientation: Skilled in identifying issues and presenting effective solutions.
  • Reporting Accuracy: Consistent in meeting deadlines with accurate and thorough reporting.
Education, Experience and Qualifications: 
For the Senior Manager of Compliance position at 360, we seek candidates who blend formal education with practical experience. Our requirements are designed to recognize the value of both academic qualifications and hands-on expertise in the field.
  • A bachelor’s degree is required; a master’s degree in a relevant field is preferred. We highly value additional training and certifications in both affordable housing compliance and property management.
  • At least seven years of experience in affordable housing and tax credit compliance is essential.
  • Extensive, relevant experience in compliance management within the affordable housing sector is equally valued, especially for candidates who may not have higher academic qualifications.
  • Key experience includes proven ability in navigating the regulatory landscape and leading effective teams and cross-departmental initiatives.
Certifications:
  • Necessary certifications include C3P Tax Credit Certification and Tax Credit Specialist Certification (TCS), expected to be obtained within the first year, if not already held. 
  • Communication and licensing requirements: The ability to communicate effectively both orally and in writing is essential. Additionally, a valid Connecticut driver’s license is required for the role. You may be expected to be obtain within the first year if not already held certain certifications.
  • Additional certifications such as the Novogradac Property Compliance Certification (NPCC) are advantageous.
  • Other real estate, property management, and affordable housing certifications a plus.
Overall Consideration:
Applications are encouraged from individuals with a strong educational foundation or significant experience demonstrating their capability in compliance leadership. In this role, practical application of skills and knowledge is as crucial as academic achievement, especially in managing compliance complexities in affordable housing.
Compensation: $85,000-$90,000 depending on experience and qualifications. Offering generous and comprehensive benefits.
