Senior Manager - Norcal Ceqa Lead

Harris & Associates is seeking a passionate and motivated leader to grow our environmental planning services in Northern California. The successful candidate will be responsible for building Harris' reputation, backlog, and capabilities with the support of the Environmental Planning + Compliance Team. The position will be hybrid with flexibility to be based out of one of our Northern California offices (Concord, Sacramento or Salinas). 

The Senior Manager - NorCal CEQA Lead will work in a collaborative inter-disciplinary team of over 30 technical staff within a diverse company of over 250 employee owners to: lead pursuits; direct and manage complex projects; build the Northern California environmental planning and compliance team; manage and mentor junior staff; and strengthen client relationships. Responsibilities:

• Cultivate strong relationships with clients, including frequent communication to understand client needs and position Harris to win work following our client management lifecycle process. 
• Pursue and execute environmental work (CEQA, NEPA and associated services) in the municipal, transportation, education, and water services markets
• Lead proposals and interviews for which Harris has pre-positioned, including development of the team, approach, scope, schedule, and fee. 
• Develop teams composed of Harris in-house staff and key subconsultant partners to meet client needs and position Harris to win work.
• Understand all services provided by Harris and facilitate cross collaboration to solve client problems. 
• Execute contracts/sub-contracts for the services of Harris' in-house team and sub-consultants.
• Build the Northern California team by attracting new talent to Harris. 
• Serve as a liaison to direct technical staff on project teams. 
• Manage and deliver complex projects requiring the services of Harris' in-house team and sub-consultants. 
• Organize and facilitate meetings, including communication with clients, stakeholders and agency staff. 
• Mentor and manage staff, providing feedback on tasks and career development opportunities. 

Qualifications:

• Professional, collaborative, and team-oriented leader with BS or MS in environmental science, social science, planning, or related field. 
• Minimum of 10 years in the environmental field preparing and managing high-quality CEQA, NEPA, and environmental compliance documentation. 
• Experience leading multi-disciplinary teams to deliver environmental services for large programs/contracts. 
• Established business development skills, including clients in Northern California, to win work and expand Harris' profile and market share in Northern California. 
• Demonstrated work experience with CEQA/NEPA compliance and permitting in California, with an emphasis on Northern California for projects such as: 
  • Land development and transportation projects
  • Public works projects including water, wastewater, and other utilities
  • Community planning documents (general plans, specific plans, master plans)
  • Education projects
  • Climate action and adaptation plans
  • Renewable energy projects
• Strong oral and written communication/interpersonal skills, including public speaking. 
• Strong MS Office Suite skills (Word, Excel, PowerPoint, and Project)
• The position will require periodic travel throughout California including occasional overnight travel associated with conferences and meetings. 

Compensation & Benefits

The salary range for this position is $150-200K. This will be dependent on the experience and expertise of the incoming candidate.
