Title: Senior Licensing Engineer

Location: Remote in the United States (US) (95%), with travel to GEH US and

International Offices, Customer Sites, Regulator Offices (5%)

Duration: 18+ months

Job Description:

Role Summary / Purpose:

  • Provide Senior Licensing Engineer with an Instrumentation and Controls (I&C) specialty including Digital I&C Systems working under the direction of GE-Hitachi (GEH) New Power Plants and Products Licensing Managers to support deployment of the BWRX-300 Small Modular Reactor (SMR) in Canada, United States (US), Poland, and United Kingdom (UK). The Senior Licensing Engineers support GEH Nuclear Energy Americas LLC Regulatory Affairs in the preparation, review, and delivery of BWRX-300 licensing submittals to our customers or directly to the various nuclear regulators and will provide support for license application processes for future customers that select the BWRX-300 for construction and operation throughout the world.

Essential Responsibilities:

  • Licensing Support and Deliverables in the area of I&C (as defined in GEH Project Work Schedules) will be provided for the following:
  • Support preparation and submittal of BWRX-300 Licensing Topical Reports (LTRs) for pre-application licensing activities, in accordance with US (NRC) regulatory requirements and guidelines, with input from the GEH BWRX-300 Project Teams in the US and Canada.
  • Support preparation and conduct of technical and licensing presentations to the NRC Staff regarding pre-application licensing activities and NRC review and approval, and other regulatory body collaborative reviews including Canadian Nuclear Safety Commission (CNSC), of submitted BWRX-300 LTRs.
  • Support preparation and submittal of Preliminary Safety Analysis Report (PSAR) and Final Safety Analysis Report (FSAR) documentation in the US, and other similar license application documentation in other countries, for BWRX-300 license applications including US, Canadian, Polish, and United Kingdon (UK) customers that select the BWRX-300 for construction and operation in their respective countries, with input from the GEH BWRX-300 Project Teams in the US and Canada.
  • Prepare and review responses to NRC, CNSC, other country regulators, customer, and other stakeholder questions, as well as other regulatory required correspondence from the Company to regulators, as directed.
  • Support preparation and conduct of technical and licensing presentations to the NRC, CNSC, and other country regulators regarding BWRX-300 pre-application activities and for any future license applications for customers that select the BWRX-300 for construction and operation.
  • Coordinate and attend BWRX-300 meetings with the NRC, CNSC, other country regulators, customer, and other stakeholders as directed.

Qualifications / Requirements:

  • Bachelor’s degree in engineering, scientific discipline, or other related technical fields.
  • Ten years or more interacting with NRC Staff, or other international regulatory bodies, on behalf of nuclear power plant license applicants and license holders.
  • Ability to interact with NRC and other country regulatory staff on behalf of nuclear power plant vendors during pre-application licensing activities and during license application submittals for construction and operation of a nuclear power plant.
  • Knowledge of US regulatory processes and regulatory guidance.
  • Ability to prepare and supervise preparation of regulatory submittals to the NRC and other country regulators, and facilitation of NRC and other country regulator reviews and approvals in support of nuclear power plant license applications.
  • Knowledge, skills, and abilities are required in the implementation of NRC regulatory processes and regulatory guidance in the area of I&C, including but not limited to the following:

- Atomic Energy Act of 1954, as amended,

- NRC Regulations Title 10, Code of Federal Regulations, specifically the following:

  • Part 20, Standards for protection against radiation,
  • Part 21, Reporting of defects and noncompliance,
  • Part 30, Rules of general applicability to domestic licensing of byproduct material,
  • Part 40, Domestic licensing of source material,
  • Part 50, Domestic licensing of production and utilization facilities,
  • Part 51, Environmental protection regulations for domestic licensing and related regulatory functions,
  • Part 52, Licenses, certifications, and approvals for nuclear power plants,
  • Part 70, Domestic licensing of special nuclear material,
  • Part 71, Packaging and transportation of radioactive material,
  • Part 73, Physical protection of plants and materials, and
  • Part 74, Material control and accounting of special nuclear material.

- NUREG-0800, Standard Review Plan for the Review of Safety Analysis Reports for Nuclear Power Plants: LWR Edition

Additional Desired Characteristics:

  • Previous experience with GEH, including ABWR or ESBWR licensing activities, highly desired.
  • Previous experience with BWR construction, startup, and operations preferred.
  • Previous experience in SMR licensing activities preferred.
  • Previous experience in International Atomic Energy Agency (IAEA) requirements and guidelines preferred.
  • Ability to primarily work remotely and meet deliverable schedules, with on-demand support of travel to US GEH Headquarters in Wilmington, NC and other locations including GEH SMR Technologies Canada Ltd office in Markham, Ontario, NRC Headquarters in Rockville, Maryland, USA, CNSC Headquarters in Ottawa, Canada, US customer offices and sites, or other regulator offices or customer locations including but not limited to Poland and the UK, in support of US BWRX-300 licensing activities
