Sr. Legislative Tax Policy Analyst

The Colorado Office of the State Auditor (OSA) serves as the government accountability arm for the citizens of Colorado auditing state agencies, colleges, universities, and other recipients of state funds. Overseen by the State Auditor, the OSA is an independent, nonpartisan staff agency within Colorado's Legislative Branch. The OSA's mission is to improve government for the people of Colorado. We are committed to promoting economical, effective, ethical, and equitable government. Our audits focus on reducing costs, improving the quality of services, and ensuring the accuracy and integrity of information. We help the General Assembly fulfill its legislative oversight responsibilities by providing independent, objective, and thorough information about whether state agencies use their authority and public resources properly and in compliance with laws and regulations; whether government programs are achieving their objectives and desired outcomes; and whether state government services are provided effectively, efficiently, equitably, and ethically. The OSA employs approximately 80 professional staff organized into five divisions: Financial Audits, Performance Audits, IT Audits, Tax Expenditure Evaluations, and Local Government Audits. We are winners of National NLPES and NSAA awards for Excellence in Auditing, and winner of the Denver Business Journal's Healthiest Employer Award.
Work Environment:
  • Primarily work hours 8:00 am - 5:00 pm, Monday-Friday
  • Hybrid - staff are required to work in office at least one day a week.

Description of Job
The OSA's Tax Expenditures Review Team is looking for a Senior Tax Policy Analyst who is passionate about improving the transparency of tax expenditures and committed to providing unbiased analysis and information to the General Assembly. The Tax Expenditures Team is responsible for reviewing the effectiveness and economic/revenue impact of the State's tax credits, deductions, and exemptions. The candidate selected for this position will be responsible for providing independent research, analysis, and conclusions in collaboration with the team to complete their review.
We need a creative, flexible, conscientious, results-oriented team player with knowledge of the State's tax system and economic and legislative policy, strong research and analytical skills, keen investigative instincts, and exceptional communication and people skills.
The Senior Tax Policy Analyst will be expected to:
  • Analyze large volumes of information and data related to the industries or sectors targeted by state tax provisions, including detailed industry characteristics demographic factors, and economic trends.
  • Perform research and stakeholder outreach to gain an understanding of the usefulness of the specific tax provisions in Colorado, as well as the impact of similar provisions in other states and at the federal level.
  • Examine federal, state, and local tax laws and understand how they interact and relate, and impact taxpayers.
  • Draft tax expenditure reports that synthesize this research in a way that supports unbiased, evidence-based conclusions, and that are eventually presented to the General Assembly.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Minimum Qualifications:
Bachelor's degree in Public Administration, Public Policy, Social Sciences (e.g., Political Science, Legal Studies, Economics, History), Accounting, Business Administration, Finance, Mathematics, or other related professional field and two years experience working as a performance auditor/Policy Analyst. Experience analyzing Tax Policy or administration is a plus. All applicants must complete the supplemental question.

Substitutions:
Four years of associated relevant professional experience as a performance auditor/Policy Analyst can be substituted on a year-for-year basis for the Bachelor's degree.

Preferred Qualities, Qualifications, and Experience in addition to the Minimum:
  • Graduate degree in Public Administration, Public Policy, Social Sciences (e. g., Political Science, Law, Economics, History) Auditing, Accounting, Business Administration, Finance, Mathematics, or related field.
  • A keen interest in state Tax Policy, the economic impacts of various tax provisions, and improving state government.
  • A strong aptitude for analytical thinking and problem solving, and commitment to accurate, detail-oriented research and evidence gathering.
  • The ability to identify and creatively use diverse data sets to perform unique analyses and support conclusions.
  • Experience using economic and statistical techniques to analyze and interpret public policy outcomes.
  • A commitment to independent analysis and unbiased review.
  • Strong organizational and technology skills.
  • The ability to gather, organize, and analyze information to formulate and support decisions and conclusions.
  • Effective verbal and written communication skills.
  • Outstanding interpersonal skills.
  • Ability to establish and maintain effective working relationships; conflict resolution; self-initiative and self-motivation; and high aptitude for learning about issues related to state government.

Conditions of Employment:
  • Must submit to and successfully pass a pre-employment background check. The OSA conducts background checks for all final candidates being considered for employment. Background checks may include, but are not limited to, criminal history, national sex offender search, and motor vehicle history. As a member of the tax expenditure team, candidates must also submit to and successfully pass a fingerprint- based criminal history check. State employee transfer applicants must disclose any corrective actions within the last 2 years and must currently be in good standing.
  • Must be a Colorado resident.
