Senior IT Server Database Administrator

ROLE

We need an experienced Senior IT Server Database Administrator at the Naval Dosimetry Center (NDC). The NDC serves as the Navy’s ionizing radiation dosimetry center of excellence for radiation protection programs for the Navy and Marine Corps. The NDC provides leadership and expertise to ensure mission readiness through disease prevention and health promotion in support of the National Military Strategy. In this role, you work with other IT staff, contract, and government, in resolving complex IT program and implementation issues, especially with cross-platform data and IT systems that require coordination and compatibility. You will design, documentation, develop, modify, test, install, implement, and support new or existing database configurations. RESPONSIBILITIES

  • Assist in collecting new requirements for development to meet customer's needs
  • Work with other IT staff, contract, and government, in resolving complex IT program and implementation issues, especially with cross-platform data and IT systems that require coordination and compatibility
  • Work with NMCPHC and DHA IT staff to ensure systems requirements are tracked
  • Make suggestions on situations requiring changes in resources, impacts on established policies, broad program goals, or projected timetables
  • Design, documentation, development, modification, testing, installation, implementation, and support of new or existing database configurations
  • Analyze and refine systems requirements, translating systems requirements into database prototypes
  • Maintain the database documentation in the appropriate database library
  • Identify database patch, upgrade, and broadcast execution problems
  • Ensure the rigorous application of information security/information assurance policies, principles, and practices to the delivery of application software services
  • After reporting, required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoD Publication 8570.01-M Information Assurance Workforce Improvement Program, dated 19 December 2005 (incorporating change 3, 24 Jan 2013 or current version)
  • Notify customers when changes impact their use of a particular database
  • Analyze, correct, and recover data when databases, tables, and associated tasks become corrupted
  • Create, modify, and run non-standard reports, scans, and queries for customers
  • Conduct capacity planning studies and provides both documentation and oral presentation

REQUIRED QUALIFICATIONS

  • Expertise in the Concept of Operations (Understands business operations, implements, and maintains project timelines, team management, and budgets), Public Key Infrastructure (PKI), Virtual Environments, Active Directory
  • Experience with developing database applications using SQL Server
  • Experience developing and supporting enterprise applications

EDUCATION

  • Bachelor's degree in computer science or related field with government approval and ten years’ experience in IT environment, C#, C++, Java, and SQL familiarity
  • An additional four years of experience in IT environment, C#, C++, Java, visual basic, and SQL familiarity may be substituted for a Bachelor's degree on a case-by-case basis with government approval

PREFERRED QUALIFICATIONS

  • Infrastructure experience in engineering, maintenance, operation, administration, and defense a plus

The NDC serves as the Navy’s ionizing radiation dosimetry center of excellence for radiation protection programs for the Navy and Marine Corps. The NDC provides leadership and expertise to ensure mission readiness through disease prevention and health promotion in support of the National Military Strategy. In this role, you will assist command with implementing and managing the Comprehensive Training Program, Statistical Process Control Program, Controlled Documents and Records Program, Audit and Surveillance Assessment Program, and Quality Manual. RESPONSIBILITIES

  • Implement and management of the following programs: Comprehensive Training Program (CTP), Statistical Process Control Program, Controlled Documents and Records Program, Audit, and Surveillance Assessment Program (A&S Program), and the command Quality Manual
  • Review, independently edit, format and synthesize various types of input (verbal, notes, emails, drafts) into a cohesive document or correspondence following the Navy Correspondence Manual, Official Navy Message Traffic, and other format policies
  • Ensure administrative accuracy and document control for all procedures and management memoranda used about dosimetry processing
  • Review references required for national accreditation (National Institute of Standards and Technology (NIST) Handbook 150, NIST Handbook 150-4, ISO 17025, 10 CFR Parts 19 and 20) and ensures the most updated versions are being utilized
  • Provide status updates for open issues in the corrective actions tracking database and ensure proper documentation for the completion and closure of these issues
  • Assist with monthly reports to leadership of assessments completed each month to include reviews and audits of procedures, as well as surveillance of procedures
  • Oversee biannual drills that test the response of personnel and efficacy of processes during simulated unscheduled events and provide documented results to improve aspects of the dosimetry system
  • Provide documentation for incidents that occur, including any root-cause analysis, required corrective actions, and effectiveness reviews to prevent any repeat occurrences
  • Provide statistics for annual command surveys, including metrics for customer responsiveness, customer feedback provided, and whether the command appropriately responded to any negative feedback.
  • Track the status of client dosimetry programs, internal audits, and surveillance
  • Update and review NDC’s Standard Organization and Regulations Manual (SORM)
  • Conducts a yearly management review of all NDC operations and external audits, including the National Voluntary Laboratory Accreditation Program (NVLAP) onsite accreditation audit and drills
  • Schedule and track internal audits
  • Assist with audits, surveys, and reviews, both internal and external, and provides regular reports to 1-provide an overview to command leadership and 2-to assist responsible Managers and Department Heads in the identification of discrepancies and non-compliances as well as tracking corrective actions
  • Schedule drills and works with the appropriate managers to establish an annual schedule of operations to be drilled, and specific items/procedures to be observed, and helps set expectations and after-action follow-up
  • Provides a monthly statistical process control report to the Officer-in-Charge (OIC) via the Executive Steering Committee (ESC) that monitors: production statistics, including the numbers and types of Thermoluminescent Dosimeters (TLDs) processed, the average time to process, number of sets of TLDs; tracking the status of client radiation exposure reports and actions being taken for those reports that have been in the house for more than 30 days without signatory review and release
  • Generates a process control report for the OIC via the ESC that monitors the functions of the Exposure Registry to include turn-around time for responses and upload and processing time for received reports
  • Coordinate with the Science and Research Advisor (SRA) and the Technical Manager (TM) in analyzing trends, determining root causes, and taking corrective action recommendations to the OIC via the ESC
  • Works with the other managers to ensure that the controlled document system is properly implemented so that only current procedures, manuals, forms, and software programs are in use, version numbers for these items are tracked, and updated (replaced) items are archived for future use
  • Brief auditors and visitors, such as NMCPHC leadership, on an overview of the QA program or specific area
  • May be designated as a National Voluntary Laboratory Accreditation Program (NVLAP) signatory and as such will review all signed dosimetry reports ensuring the accuracy, quality, and archiving of dosimetry records and reports to clients

REQUIRED QUALIFICATIONS

  • Experience with military technical documents, including point papers, policies, and messages, and working in a military environment preferred
  • Experience with metric support
  • Experience or qualification as a National Voluntary Laboratory Accreditation Program (NVLAP) Signatory
  • Training and experience in dosimetry processing, quality management, and customer service
  • Strong skills with Microsoft Office suite and SharePoint collaboration software
  • Experience with desktop publishing software (at least 3 years) and demonstrated ability to apply graphic elements of design and layout production to enhance the presentation of documents, posters, and other material

EDUCATION

  • Bachelor’s degree or higher in Business, Health, or a related field
  • At least three years of experience in quality management and conducting an Audit and Surveillance Assessment Program

PREFERRED QUALIFICATIONS

  • Master’s degree or higher in Business, Health, or a related field
