JOB DESCRIPTION

Summary/Objective
The Senior Human Resources Generalist is responsible for performing HR related duties on a professional and managerial level. Under the direction of the Human Resources Manager and/or Associate Executive Director of Operation (AEDOP), s/he will provide HR services to drive employee engagement, employee satisfaction and staff development, while ensuring actions and outcomes are aligned with East Side House, Inc. (ESH) mission, values and strategic plan. This position carries out responsibilities in the following core functional areas: Talent Management, Employee Engagement, Learning & Development, Performance Management, Talent Acquisition, and Compliance & Quality Control.

Portfolio/Client Group and Core Function

Serve as Business Partner and HR point of contact/resource for:
  • School and Community Based programs (36); additional Client Group(s) as needed
  • Serve as Business Partner and HR point of contact/resource Client Group(s) as needed


Essential Functions

Duties and Responsibilities include, but are not limited to:
  • Effectively leads, directly manages, and develops HR Generalists and Onboarding Specialist to ensure satisfactory competencies to drive HR services in support of Portfolio/Client Groups
  • Administers, and provides guidance to staff on ESH's policies and procedures, HR's services, employment laws, etc., assists in the development and/or updating of policies and procedures and employee handbook, etc.
  • Partners with leaders to support in driving quality program/department services by assessing and understanding program/departmental operations and goals, determining human resources needs, identifying and recommending, and implementing solutions to promote strategic and manageable change
  • Provides guidance to leaders on Performance Management ensuring timely and quality performance evaluations, supervisions, corrective actions, etc., to close performance and/or behavioral gaps enhancing employee and program/department productivity and effectiveness
  • Advises employees on career paths, ESH employment and transfer opportunities, methods and resources for progression; assists leaders with formulating succession/contingency staffing plans to minimize or eliminate disruptions to operations/services
  • Facilitate orientations, on-boarding (i.e. new hire paper work, resource allocation, etc.) and off-boarding (i.e. exit interviews, separation protocol, etc.) ensuring timely and efficient execution
  • Conduct job analysis and needs assessments, and partner with departmental/program leader to determine appropriate job classification, compensation, recruiting sources and strategies, etc.
  • Guides leaders on Talent Acquisition process, and participates in recruitment efforts for all exempt and nonexempt personnel and temporary employees; ensure talent is aligned with ESH's values, mission and goals
  • Prepares employee separation notices and related documentation and conducts exit interviews to determine reasons behind separation.
  • Manage compensation related activities such as new hire offers, and salary increases to ensure compliance with compensation framework
  • Maintain employee status changes and coordinate employee directory and organizational charts updates
  • Ensures that all personnel actions are completed in compliance with Personnel Policies and respective Collective Bargaining Agreements.
  • Develops knowledge on strategic subject matters to enhance employee/program/department effectiveness and quality of services; contribute to ESH University training model by facilitating training sessions; advise and guide staff on Learning & Development resources to support professional development; track and monitor staff/program/department progress post training, and take corrective measures as needed
  • Ensure supervisors develop their management skills and provide proactive guidance to supervisors and employees on employee relations issues within their teams and across the organization
  • Coach all staff on questions about personnel policy, benefits, and HRIS employee portal related issues
  • Collaborates with Payroll Manager in the maintenance of Human Resources Information System (HRIS)/Payroll records; compiles and reviews data; generates and presents reports to leadership in support of planning and informed decision making
  • Serves as Paycom (HRIS/Payroll) subject matter expert/lead/administrator; assigns user's role, trainings, level of access, modifies workflows, activates/ suspends/ terminates user accounts, etc.; Partners w/Paycom Rep. to troubleshoot and resolve issues, coordinate system updates/modifications, etc.
  • Administers and tracks FMLA, and other leave benefits; responds to unemployment and workers compensation claims, etc.; may represent ESH at Unemployment Hearings, Workers Comp. Hearings, etc.
  • Participates in meetings, seminars, webinars etc. to stay current on employment laws, and HR best practices; knowledge sharing with HR team, and application of acquired knowledge
  • Partners with leader(s) in evaluation of reports, decisions and results of department/program in relation to established goals. Recommends new approaches, policies and procedures to effect continual improvements in efficiency of the department/program and services performed.
  • Assists in the design and maintenance of Human Resources Information System (HRIS) records, compiles and reviews data, generates and presents reports to leadership in support of planning and informed decision making.
  • Oversee and evaluate performed tasks and administered services of direct reports ensuring optimum performance/productivity, and quality HR operations/services
  • Performs other related duties as required and assigned.

Required Clearances
  • Department of Education (DOE) fingerprinting.
  • COVID Vaccine- As a recipient of Federal, State, and local funds, all staff are expected to be fully vaccinated or able to obtain vaccination before their start date.

Required Education and Experience
  • Minimum Bachelors degree and three to five years human resource experience, or a masters degree in human resource management or related field and two years human resource experience.
  • Over five years human resources experience strongly preferred
  • Management Experience strongly preferred
  • Experience with HRIS, Payroll, Timekeeping and Talent Management Information Systems desired.
  • Paycom experience preferred
  • Bilingual Spanish or other languages a plus.
  • Minimum intermediate MS Office skills strongly preferred (Excel, Word, PowerPoint)
  • Ability to communicate with stakeholders of various levels

Supervisory Responsibility
  • Oversees, supervises, and assists in the development of the Human Resource Generalists, Onboarding Specialist
  • Oversee personnel and labor relations, and possess discretion with final decision making

Remote Work

Work Environment

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to talk or hear. This is largely a sedentary role; however, some filing is required. This would require the ability to lift files, open filing cabinets and bend or stand on a stool as necessary.

Position Type/Expected Hours of Work
This is a full-time position. Days and hours of work are Monday through Friday, 9:00 a.m. to 5 p.m. Work days/hours subject to change based on ESHs needs.

Travel

Site visits to various programs in Bronx and Manhattan

Required Education and Experience

A bachelors degree and three to five years human resource experience, or a masters degree in human resource management or related field and two years human resource experience
