SPA has an immediate need for a Senior Human Capital Specialist located in Fairfax, VA.
The successful candidate is expected to accomplish the following outcomes in the first year on the position: Formally track all tasks, to include: assigned by, suspense, status and comments on all assigned tasks through completion and be prepared to brief upon request. Create one or two products beyond the client requirements that positively impact the client to either increase efficiency, effectiveness, or innovation. Master position tasks within 6 months and exceed requirements within 12 months.
The Senior Human Capital Specialist will support the Secretary of the Air Force - Concepts, Development, and Management Office (SAF-CDM) with program management, education and training workforce initiatives, allocation, and accounting for available resources. The Senior Human Capital Specialist will also apply knowledge of the Headquarters Air Force (HAF) and the Office of the Secretary of Defense (OSD) organizations and experience with Department of Defense (DoD) policies and procedures and Intelligence Community (IC) policies to the following duties, as applicable. Specific responsibilities include but are not limited to: Provide guidance on all areas of the Civilian Performance Management process. Prepare and manage the HR correspondence, directives, SOPs, personnel transfers, and manpower and billet establishment and monitoring. Conduct detailed analysis and process-mapping of all aspects of USAF and DoD civilian personnel management processes and systems. Plans, organizes, and executes strategic, operational, and tactical levels of personnel policy and execution. Ensure all Memorandums of Agreement (MOAs) and Memorandum of Understanding (MOUs) are updated or revised at least annually, or as otherwise required by the MOA/MOU, and copies are maintained in a network accessible manner, when allowed by security requirements per Department of Defense Instruction (DoDI) 4000.19. Utilize Base Level Service Delivery Model (BLSDM), Assignment Management System (AMS), virtual Personnel Center (vPC), myPers, and Personnel Records Display Application (PRDA) to forecast and track selection board preparation, awards, decorations, and performance reports. Assist in managing all online updates, requests for information, trouble tickets, and applicant inquiries. Conduct mentor recruitment; monitor current participants; and update program participation document. Assist in providing programming, budgeting, and execution formulation for manpower management analysis to include Organizational Change Requests (OCR) and Authorization Change Requests (ACR).
Required Qualifications:
10 + years of experience conducting DoD or IC HR administration, including assisting HR managers with the allocation, management, and accounting for available resources.
10 + years of experience in workforce management, to include development of recruitment strategies, career field assignment forecasts, and management of civilian force development processes.
Ability to work on multiple high priority tasks in a fast-paced environment.
