JOB OPPORTUNITY
The City of Berkeley invites applications for the position of Senior Housing Inspector! In this role, the candidate will perform the more difficult and sensitive housing inspections, along with pro-active and re-active inspections. They will perform permit related inspections including but not limited to heaters, water heaters and accessory dwelling units; follow the technical process and provides training to the inspectors; provide clear interpretation of Housing and building codes to inspectors, owners, property managers, contractors and tenants; effectively communicate the housing violations, violation remedy and necessary inspections and fees; participate in depositions and court hearings as requested; and provide and support a work environment that highlights efficiency and team collaboration in a professional and friendly atmosphere for the inspectors and administrative staff.

MINIMUM QUALIFICATIONS
A typical way of gaining the knowledge, skills and abilities outlined above is:
Equivalent to graduation from high school and three years of full time experience equivalent to Housing Inspector, Building Inspector or Code Enforcement Inspector for a public agency.
Certifications: Must possess an International Code Council (ICC) or California (CA) certification in Residential Building or Housing Inspection or in Code Enforcement; and ICC or CA Residential or Commercial Electrical Inspector, Plumbing Inspector and Mechanical Inspector certifications; or equivalent ICC or CA Legacy Certification for either Combination Inspector or Combination Dwelling Inspector.
Other requirements: Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, incumbent is required to maintain a valid California driver's license as well as a satisfactory driving record.
In addition to the above qualifications, the ideal candidate will be a highly skilled leader with advanced knowledge of housing inspection procedures and building codes, demonstrating strong communication and problem-solving abilities, attention to detail, and proficiency in technical applications. The incumbent will be capable of independently conducting complex inspections, providing lead direction to a team, fostering positive interactions with the public, and contributing to the improvement of procedures to ensure the safety and compliance of residential units in accordance with federal, state, and local regulations.

EXAM PROCESS
The exam process will include:
  • Application review for minimum qualifications and required documents
Tests may consist of any combination of written, oral or other exercises or assessment procedures that test content and may include, but are not necessarily limited to, typing, math, reading, writing and analytical skills; problem solving ability; computer and software proficiency, or any other job-related knowledge, skill, ability or qualification. The examination process and dates are subject to change. The City may, without notice, change or eliminate any assessment component as needs dictate. Applicants passing all examination phases will have their names placed on an employment eligible list that hiring departments will use to conduct final selection interviews.

PRE-EMPLOYMENT PROCESS

DISASTER SERVICE WORKER
All City employees are required to provide services as Disaster Service Workers in the event of an emergency/disaster.
ELIGIBILITY
Employees must have a regular work schedule of at least 20 hours per week to be eligible for benefits. Less than full-time employees receive pro-rated benefits.
RETIREMENT
CalPERS
City employees are included in the California Public Employees Retirement System (CalPERS). Retirement formula is either 2% at age 62, or 2.7% at age 55 depending on the individual's eligibility. Employees are vested in CalPERS after 5 years of full-time service. A new employee's contribution to CalPERS will range from 8%-13.75% depending on membership in CalPERS or a reciprocal retirement plan.
SRIP
The City contributes 6.7% of the employee's salary (up to a maximum annual salary of $32,400) into a 401(a) Supplemental Retirement Income Plan account (SRIP).The City is not a member of Social Security, therefore only the Medicare portion is deducted from employees' salaries.
DEFERRED COMPENSATION
Three voluntary deferred compensation 457 plans are offered. Employees may contribute up to $19,000 per year on a pre-tax basis.
MEDICAL PLANS
The City offers a choice of a Kaiser HMO Plan or Sutter Health Plus Plan. The City contributes up to the full family premium for the Kaiser HMO Plan. Employees pay additional premium costs if they choose the Sutter Health Plus Plan. Employees who have medical coverage under another plan may choose to waive City-provided medical coverage and receive a monthly stipend.
DENTAL PLAN
The City provides group dental benefits through Delta Dental Plan of California. The City contributes up to the family coverage for the plan, which covers 90% of the dental charges up to $2,000 annually per person. Orthodontic benefits are offered at a $2,000 lifetime maximum per person. Employees who have dental coverage under another plan may choose to waive City-provided dental coverage and receive a monthly stipend.
LIFE INSURANCE
The City provides employees with a $25,000 Life Insurance and Accidental Death & Dismemberment policy. Employees have the option to purchase additional term life insurance up to a maximum of $300,000.
SICK LEAVE
Twelve days of paid sick leave earned annually.
VACATION
Vacation is accrued at the following annual rate: Two weeks per year for the first three years; Three weeks in years 4 - 11; Four weeks in years 12 - 17; Five weeks in years 18 - 24; Six weeks in 25 years and after. Some public health, mental health and library classifications may have accelerated vacation accruals - please check with the Human Resources Department for additional information.
HOLIDAYS
Thirteen regular holidays and three floating holidays annually.
LONG-TERM DISABILITY
The City provides long-term disability insurance that provides partial income replacement in the event of disability. Benefit is paid at 60% of salary.
RETIREE MEDICAL COVERAGE
The City pays a portion of the medical premiums of the retiree and eligible spouse or domestic partner based upon years of service. Requires at least 8 years of CalPERS service with the City and is at least age 55.
YMCA MEMBERSHIP
The City subsidizes the services for most employees by paying for 75% of the membership fee. Employees who choose to join, pay for the remainder of the fee. The Berkeley Downtown YMCA is across the street from the Civic Center Building.
TRANSIT SUBSIDY
The City provides annual free Eco-pass for AC Transit, and an IRC 132(f) plan for transit vouchers where employees may set aside pre-tax income to pay for public transportation expenses. City contributes $20 per month to the plan for employees using public transportation.
