About the position: The Housing Senior Construction Coordinator (HSCC) is part of PHB's Housing Development and Construction Services (HDCS) team which implements the City's affordable, multifamily housing strategy and the deployment of its resources by providing support to developers through public-private partnerships. The HSCC works with a team of peers and a Capital Projects Manager to evaluate the construction feasibility of projects proposed through PHB funding solicitations and planned development goals; advise and monitor projects for timely and cost-effective delivery of housing units; and coordinate with other departments and/or Bureaus on initiatives and policies affecting affordable housing development and construction.

HSCCs productively collaborate with other PHB teams including Housing Investment and Portfolio Preservation, Policy, Risk Analysis and Compliance, and Finance and Accounting. The HSCC team is the PHB liaison to the Bureau of Development Services and works closely with other bureaus (such as PBOT and BES) and project partners (such as utilities and DEQ) assisting to keep projects on budget and on schedule. As such, the HSCC is expected to have technical expertise in multifamily real estate development and construction and be able to communicate clearly and professionally with others.
As a Housing Senior Construction Coordinator, you will:
  • Flag and problem solve issues related to permitting, building costs, funding compliance or requirements, building constructability, site suitability planning and zoning, and development /construction team qualifications.
  • Conduct Environmental Reviews and other site assessments to meet PHB funding source requirements.
  • Monitor/process pre-development and construction draws and closing out projects.
  • Participate on committees and initiatives including policy and outreach.
  • Monitor and report on outcomes for PHB's development policies and funding source requirements, as requested.
  • Contribute to PHB's Guiding Principles of Equity and Social Justice.

Although not required, you may have one or both of these desirable skills:
  • 5+ year experience as a project architect and/or
  • Leading/managing activities related to complex multifamily real estate planning/architecture, housing development and/or construction management.

Work Location
Many positions within the City are designated as hybrid and currently the City requires you to work in-person one day per week. Beginning in May 2023, most hybrid employees will be expected to perform at least half of their work in-person. City Council approved a human resources administrative rule in January 2023, HRAR - 4.045, requiring employees, including those who are fully remote and hybrid, to perform work within Oregon or Washington. Applicants must specifically address and demonstrate in their supplemental question responses and resume how their education, training and/or experience, meets each of the following minimum qualifications:

  1. Knowledge and experience managing activities related to complex real estate development, design and construction, including integration of housing policies and strategies
  2. Ability to successfully manage multiple small to large, complex projects simultaneously.
  3. Experience working independently and collaboratively to problem solve while incorporating diversity, equity and inclusion considerations.
  4. Experience exhibiting effective project management, organizational, and communication skills, both written and verbal.
  5. Experience establishing and maintaining working relationships with internal and external stakeholders such as diverse, under-represented communities, all levels of staff, staff of other agencies, business leaders, and others encountered in the course of work.
