Work Arrangement ​​:

Remote OR Hybrid: This role is based remotely but if you live within a 50-mile radius of [Atlanta, Austin, Detroit, Warren, Pontiac, or Milford], you are expected to report to that location three times a week, at minimum.

The Role:

Join an exciting team that works cross-functionally across GM and with external strategic partners on cutting edge technologies supporting multiple projects funded by the government. 
Work within a highly skilled and capable Government Contracts team working directly or indirectly with various government agencies across the United States and abroad. The government contract projects involve technologies, research, engineering development, manufacturing, demonstrations, and products funded or co-funded by the government.  This Government Business Analyst position will support these government projects by tracking and reporting project incurred costs, preparing invoices and preparing budget and financial reports for the government on existing projects or preparing costing proposals or budgets for proposals. These government projects help support GM Product Development, Manufacturing Engineering, as well as CCA and Fleet Sales organizations (GM Envolve) and involves strong partnerships with the GM Defense and other GM entities. The candidate will gain a strong cross-functional network with R&D, engineering, manufacturing, finance, controller group, and other functional areas. This position is a direct report to the Engineering Group Manager for General Motors LLC Government Contracts and Compliance.

What You’ll Do:

  • Support Government Rate Development, Incurred Cost Submissions, and Government Audits

  • Compile requests for reimbursement from US federal agencies under research, engineering, and manufacturing projects sponsored by the US Government

  • Organize and summarize invoices from suppliers and subcontractors under government projects as support for inclusion in sponsored project invoices

  • Obtain necessary approvals of project invoices from project personnel and/or Government Contract Office personnel authorizing payment for invoiced items/services within the SAP system

  • Secure payment verifications for subcontract, material and outside service costs for retention within program invoice files from the SAP or other systems as applicable

  • Create reports of time expended under government projects using myTime GM Timekeeping Systems

  • Assess Timesheet accuracy and ensure supervisory approval for employees assigned to sponsored projects

  • Utilize Time accumulation by final cost objective/project for sponsored projects as a basis for valuing GM’s cost incurred under these projects

  • Support the development of financial proposals related to GM engineering proposals seeking government assistance. Support government proposal applications with bidding or costing proposals or budget justifications working cross-functionally across GM and with project partners.

  • Complete quarterly financial reports and budget summaries pertaining to Government sponsored projects for submission to applicable federal and state agencies

  • Work with GM government project managers on actuals versus forecast of Government sponsored projects

  • Interact with Federal and independent auditors during compliance, incurred cost, and indirect rates reviews related to government sponsored projects

Additional Description

Your Skills & Abilities (Required Qualifications) ​​:

  • Bachelor of Finance/Accounting Required or related degrees

  • 5+ years experience in Financial/Accounting/Program Management interfacing with suppliers, customers, or engineering

  • Advanced Excel experience

  • Knowledge of the SAP system as it pertains to the accumulation of purchasing and financial information at a project level

  • Strong knowledge of financial and managerial accounting principles as demonstrated by both education and employment history

  • Knowledge and documented completion of training in the areas of federal procurement and assistance regulations

  • Ability to identify, interpret, and apply federal laws and regulations governing financial processes under government contracts to GM’s systems and financial practices under these agreements

  • Knowledge of or the ability to understand the cost principles contained within Part 31 of the Federal Acquisition Regulation as well as the Title 2 Uniform Grant Regulation

  • Ability to collaborate cross-functionally and comfortably with all levels of the organization internally and work with outside project partners

  • Ability to develop cross functional relationships to achieve enterprise results

  • High level of analytical ability to solve problems that cross business and technical functions

  • Well organized and able to manage several government programs with different reporting requirements and deadlines

  • Strong oral and written communication skills to convey a strategic vision and align team behaviors

What Will Give You A Competitive Edge (Preferred Qualifications) ​:

  • 3+ years of experience in a cost or financial function containing regulatory compliance with government contract terms as a key job responsibility

  • MBA with concentration in accounting or Finance

  • Knowledge of the laws and regulations applicable to procurement and assistance transactions with the US Government

  • Experience with SAP as a cost accumulation and project management tool in engineering projects

  • Experience in the development of compliant costing rates mandated by government cost accounting regulations

  • Experience in the completion of a corporate incurred cost submission

  • Ability and willingness to regularly read, digest, and analyze complex Government statutes and regulations and apply them to cost collection and reporting requirements under government agreements

  • Ability to travel to support project needs

  • Polished, professional demeanor demonstrating capability to interact with outside professionals and members of senior corporate management

  • Ability to think and react clearly under time constrained conditions

  • Knowledge of federal procurement rules and policies

  • High level of analytical ability where problems are unusual and difficult

  • Long-term assignment – minimum three year commitment

Compensation : The compensation information is a good faith estimate only. It is based on what a successful Colorado applicant might be paid in accordance with Colorado law. The compensation may not be representative for positions located outside of Colorado.

The expected base compensation for this role is (104,000 - 166,300 USD Annual). Actual base compensation within the identified range will vary based on factors relevant to the position.

Bonus Potential : An incentive pay program offers payouts based on company performance, job level, and individual performance.
