Duties
Responsibilities:
This position serves as the Agency's highest level technical expert and authority for enterprise GIS systems and is responsible for the strategic direction and development of the DNR's Geographic Information System (GIS) architecture. As a work unit supervisor, this position leads the effort to plan, coordinate, and implement many enterprise projects that are currently underway or on the horizon. This position plays a key role in guiding the direction and development of the Agency's GIS Strategic Plan. This position is in the Information Technology Division (ITD) of the agency and reports to the ITD Assistant Division Manager (ADM) of the Development and Data Team. This position supervises the GIS work unit.
Responsibilities include:
- Designs, develops, and documents Agency-wide information technology GIS system architecture.
- Performs complex analysis on the impact of new requirements on GIS systems and architecture.
- Develops and maintains GIS architecture diagrams used for communicating with impacted staff and stakeholders for both project and production support/maintenance purposes.
- Uses independent judgment to perform duties and applies advanced, specialized knowledge of software design and development techniques and best practices.
- Assists customers in resolving processing and functional problems in the GIS and related systems.
- Confers with customers and team members to better understand Agency business requirements and transform those business requirements into technical design requirements.
- Designs, develops, tests, and implements complex enhancements based on requirements.
- Develops and leads application development project activities and integrations.
- Designs and implements test procedures at the unit and system levels.
- Provides technical expertise for integration with other computer systems, both internal and external.
- Develops, implements, and improves programming standards, guidelines, and best practices for GIS web and application development.
- Maintains and improves current knowledge of GIS web and application development, industry changes, and best practices.
- Ensures resolution of operational problems with GIS applications.
- Assigns work to subordinate staff, ensuring that the work assigned does not alter the position classification.
- Sets performance standards and expectations for subordinate staff.
- Monitors work performed by subordinate staff, providing appropriate feedback.
- Resolves staff issues, recommends discipline, recognizes employees, and counsels employees in work-related activities and career development.
- Ensures appropriate project deliverables are completed, as assigned.
- Coordinates activities as it relates to GIS projects.
- Performs resource planning for staff so that they are appropriately allocated to project/support/maintenance activities, based on Agency and ITD priorities.
- In lieu of a formal project manager, performs high-level project management over small to medium size projects.
- Provides leadership and recommendations to team leads, project leads, and management as it relates to GIS including system architecture, design, development, testing, and implementation.
- Coordinates with other Assistant Division Managers (ADMs), supervisors, and team leads to accomplish division priorities.
- Collaborates with other Information Technology members to ensure the overall health of the GIS environment.
- Assists developers and analysts as an expert GIS architect/developer. Provides mentoring to developers, especially in the area of GIS architecture and application development.
- Works with key stakeholders in ITD and business to establish project scope, timeline, and deliverables.
- Uses advanced technical and business knowledge to make recommendations to decision-makers and management that help meet the business needs in support of the Agency mission.
- Recommends and implements Agency policy and strategic direction for the Agency's GIS resources over multiple hardware platforms and software environments.
- Maintains relationships with software vendors in the areas of enterprise GIS management.
Qualifications
Required Qualifications:
- A Bachelor of Science degree in computer science, information systems, or related field, plus seven years of experience in the following areas:
- Experience architecting, designing, developing, and deploying enterprise GIS information systems.
- Experience developing agency-wide information technology GIS architecture in support of Agency GIS application development.
- Recent experience providing leadership and expert consultation for projects and enterprise systems that carry out organization-wide information technology functions.
- Professional level working experience building custom applications with ArcGIS, ArcGIS Server, Geo-processing, ArcSDE, XML, JavaScript, Python, SQL, and Standard Desktop Software.
- Demonstrated ability to supervise and lead a team of technology professionals to develop and achieve department and project goals.
- Specialized knowledge and experience in all systems development life cycle stages
