Departmental Overview
University Development and Alumni Relations (UDAR) builds Berkeley's excellence and character by strengthening relations with alumni, parents, and friends of the University, raising public awareness about Berkeley, and increasing private philanthropy. UDAR provides overall direction for the campus's alumni relations and fundraising strategies and works to strengthen unit development offices by partnering with campus advancement professionals. It handles a range of central activities and services, encompassing events, communications, stewardship, prospect development, gift management, database management, and more.
Job Summary
The Senior Director, Talent Management and Workforce Planning for University Development and Alumni Relations (UDAR) is responsible for leading, developing, and managing a strategic human resources function in a manner that supports and protects UDAR and the University. Through collaboration with central and shared services HR departments, the Senior Director leads and coordinates activities for UDAR such as talent acquisition (recruitment, assessment, and selection) and onboarding, classification and compensation, benefits administration, retention, performance Management and succession planning, organizational development and effectiveness, employee/labor relations, leadership development, training, professional development and career planning, and internal communications. They carry-out these activities as both a manager of a team, which focuses on delivering programs and projects and on transactional effectiveness, as an individual contributor, which focuses on their role as a coach of staff at all levels and in all roles. The scope of talent acquisition also extends to development-related professionals 4 and above for the entire Berkeley Advancement Community.
In partnership with People & Culture and Berkeley Regional Services (BEARS) human resources professionals, the Senior Director is responsible for implementing, administering, coordinating, interpreting and complying with established HR policies, labor contracts, statutes, programs and procedures within UDAR. The position has a dotted line reporting relationship to the campus's Chief Human Resources Officer.
The Senior Director is a strategic partner to the Vice Chancellor, UDAR, the Associate and Assistant Vice Chancellors, and members of UDAR's Management Team. They collaborate with managers and supervisors throughout UDAR to ensure that they are fulfilling their responsibilities to their team members.
Responsibilities

  • Advises UDAR's Vice Chancellor, Senior Management Team, Management Team, and managers throughout the 300 person division on methods of administering University and campus human resources policies and procedures, and complex and sensitive employee relations, compensation, classification, performance, and organizational development matters. Advises individual contributors on matters of performance, collegial and managerial relationships, and workplace environment, including making referrals to appropriate campus offices and resources.
    • Frequently provide consultation and guidance on UDAR EL&R cases according to campus policies and procedures and partnered input from BEARS and People and Culture's EL&R unit.
  • Provides strategic leadership and oversight to staff developing and delivering Talent Management (recruiting, onboarding, performance management, salary administration, recognition, workforce data analytics, and offboarding) programs and services to the UDAR division. Provides the same related to the recruitment of senior advancement positions across the campus. Provides divisional focus for UDAR in the matter of equity in compensation.
    • Provide salary administration and Workforce data analytics to the SMT and the MT on a regular basis to align UDAR goals with organization and Workforce Planning according to budgetary parameters.
    • Provide consultation and coaching to the MT and the SMT on compensation reviews/salary administration requests and approvals according to the salary placement guidelines and campus salary setting policies; process requests through BEARS and People and Culture's Compensation unit.
  • Provides strategic leadership and oversight to staff developing and delivering professional development, training, internal communications (e.g., website, newsletter, email), and staff engagement programs and services to the UDAR division. Utilizes a mix of industry offerings, consultants, and internally developed content to curate training curricula for the division. Collaborates with the AVC Constituent Relations to create and deliver training curricula for the campus's advancement community. Serves as the convener of the division's all-staff gatherings, including town halls, the annual summit, and annual picnics / holiday gatherings.
  • Manages a team of professionals across multiple job categories (human resources, organizational development, training, communications, and project/policy analysis). Conducts performance management activities with team members. Supports their individual growth and professional development. Creates an inclusive work environment where all team members feel that they belong and that their contributions are valued.
  • Serves as the division's primary liaison to People & Culture and Berkeley Shared Services to support UDAR managers and staff with interpretation of human resource policies and procedures, labor contracts, classification and salary administration, benefits administration, and employee relations issues. Ensures transparency and timeliness of providing managers and staff with updates regarding the status of transactions.
  • Participates in the campus's community of practice for human resources management. Contributes to the campus's thought leadership while representing the interests and perspectives of the UDAR division. May engage at the University system wide regarding matters pertaining to personnel policies and practices. Leverages industry peers, particularly those working in advancement, to bring best and next practices to UDAR.
  • Develops and manages the operational budget of the Talent Management and Workforce Planning unit.
Required Qualifications
  • Minimum of three years of direct knowledge and experience relating to managing a human resources function in a complex organization. Demonstrated goal orientation related to transaction processing, program evolution and project completion.
  • Ability to demonstrate broad knowledge of personnel policies and applicable laws and regulations. Thorough understanding of issues relating to compensation, including internal equity and market data.
  • Demonstrated ability in navigating HR management information systems. Data-driven mindset and ability to develop data analytics around Talent Management and Workforce Planning.
  • Strong communication skills with a diversity of communication styles; may make oral or written presentations. Ability to work in a highly collaborative environment with great discretion, and a deep understanding of and respect for confidentiality.
  • Strong analytical, critical thinking, project management, problem recognition, coaching, mediation, and resolution skills.
  • Ability to make decisions regarding hiring, evaluating, and developing team members. Strong management skills that include collaboration, coaching, and team building.
  • Direct experience and demonstrated ability to advise and coach managers and individual contributors throughout the organization on topics including, but not limited to, candidate selection, salary administration, performance management, organizational development, and employee relations.
  • Demonstrated ability to align unit goals with broader organizational priorities at the divisional and campus level. Ability to assess programmatic needs and to provide strategic oversight to projects spanning human resources / Talent Management, curriculum development and training administration, and internal communications domains.
  • Demonstrated ability to handle extremely difficult or volatile situations / individuals effectively within the context of organizational employee and labor relations norms, policies, and practices.
Preferred Qualifications
  • Awareness of Berkeley and University of California compensation/salary setting structures and salary setting guidelines.
  • Minimum of three years of experience and direct knowledge of advising executive level managers on human resources policies and programs.
  • Knowledge of administration of training and professional development programs, and of internal communications functions.
  • Higher education experience preferred.
  • Experience collaborating on DEIBJ initiatives and programs within higher education preferred.
  • Strong skills in collaboration, relationship building, and political acumen to contribute toward forging partnerships with People and Culture and Berkeley Shared Services, and successfully navigating the matrixed nature of HR.
  • Ability to assess resource needs and manage a budget.

Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.
The budgeted salary range that the University reasonably expects to pay for this position is $165,000.00 and $180,000.00.
The full salary range for this position classification is $101,300.00 - $192,300.00
