Family Health Centers of San Diego is looking for a Senior Director, Special Populations who is responsible for developing the direction and ensuring the successful implementation of projects and programs for clients/patients considered Special Populations (SP). Population Area Focus: Special Populations include mobile service sites, veterans, homeless shelter services, at risk or infected with HIV & HCV, LGBT and those affected by addiction.
Responsibilities:
- Builds positive relationships, inspires others to perform at a higher level, prepares career development plans and retains an accountable workforce and department leadership team.
- Coaches and counsels' staff and administers appropriate disciplinary action in a timely manner.
- Fully versed in functions and services under "Special Pops" provides effective management, high quality work; ensures financial and program sustainability.
- Implements FHCSD policies/procedures; ensures all programs operate in an effective and efficient manner. Coordinates internal communication to avoid conflicts and promote organizational effectiveness; ensures internal controls exist.
- Integrates SP programs across FHCSD based on customer/community needs, epidemiological trends and local/state/federal changes.
- Directs continuous improvement activities and ensures appropriate Lean tools (i.e., 5S, A3) are deployed and results are evaluated and/or measured.
- Develops budgets for Special "Pops" programs, reviews purchasing requests, monitors all expenditures to budgets and maximizes full expenditure of grant funds and revenue generation to support programs.
- Promotes Primary Care Medical Home principles including cross-referrals, care coordination and care management. Implements effectiveness measures.
- Provides effective representation of FHCSD through interactions with partners, funders, policy makers, community groups and other stakeholders; builds/maintains linkages and on-going support.
- Provides/ensures staff receive all new hire and annual trainings on time.
- Responsible for program development, identifies new funding opportunities with Resource Development Department, assists with completion of program design, evaluation planning, budget development, and preparation of related proposals.
- Understands and ensures compliance with contractual and regulatory requirements, include timely submission of funder required progress reports.
- Serves as an active member of Directors' Council, and other organizational-wide committees and councils as needed.
- Works with CEO and Sr. VP of Support Services and Planning on the implementation of SP projects/programs. These include: Expansion of Mobile Medical Unit services, Homeless services, HIV/HCV Services, programs for LGBT, Veterans, and Alcohol and Drug Treatment Services. Ensures projects are successfully implemented within the SP area and successful outcomes are achieved.
- Works with Department of Quality Assurance and external evaluators to complete SP satisfaction surveys, ascertain customer requirements, insure robust measures/metrics, and track progress towards contractually required outcomes. Incorporates customer requirements into improved services.
- Performs other duties as assigned.
Requirements:
- Master's degree in one of the following disciplines: Public Health, Business, Health Care, Nursing, or other relevant field with three to five years of experience in program management; or a Bachelor's Degree in a relevant field with five to seven years of experience in senior health care management.
- 5 years supervisory experience and knowledge of budgets and budget preparation required.
- Knowledge of the service needs of the HIV/AIDS community with at least three years of experience in working with organizations serving the patient population.
- Ability and means to travel as needed in a timely manner within San Diego County. DRIVER REQUIREMENTS: Requires an active Class C California driver's license, proof of liability insurance at $100,000, on vehicle used. No more than 2 points in past 12 months; No suspensions in last 2 years for moving violations; No DUI, reckless or felony Driving within 5 years. No license revocation in 7 years.
Requirements:
- High School Diploma or GED Equivalent required.
- Medical Assistant certification, C-NA certification, or completion of a Medical Terminology course strongly preferred.
- Minimum 1 year of experience as a physical therapy aide or rehabilitation technician required.
- Minimum 1 year of experience in customer service required, preferably in a health care environment.

If you are hired at Family Health Centers of San Diego, your final base salary compensation will be determined based on factors such as geographic location, jurisdictional requirements, skills, education, and/or experience. In addition to these factors - we believe in the importance of pay equity and consider internal equity of our current team members as a part of any final offer. Please keep in mind that the range mentioned above is what we reasonably expect to pay for the role. Hiring at the maximum of the range would not be typical in order to allow for future and continued salary growth.
