Job description

JOB SUMMARY:
Working at the direction of the General Counsel, this position takes lead on responding to and resolving alleged rule violations, through informal resolution and formal proceedings before the disciplinary Hearing Committee. This role leads on the rules enforcement function and advises support staff on investigations and outcomes related to matters including, but not limited to violations of equine drugs and medications rules, horse abuse, unsportsmanlike conduct, and physical/emotional abuse. This role also represents the organization’s interests in internal appeals on competition date allocations and internal grievances. This role performs other duties assigned by the General Counsel.

Duties and Responsibilities:

  • Perform legal research and draft legal memoranda
  • Manage a caseload of pending complaint matters
  • Lead staff on investigations and outcomes of disciplinary matters
  • Ensure fair and equitable enforcement of rules
  • Represent USEF in disciplinary matters involving members who have breached the Code of Conduct, USEF Safe Sport Policy, Equine Drugs & Medications rules, and other rules/policies
  • Represent USEF on appeals on competition date allocations
  • Comply with all hearing processes and timelines
  • Prepare all written pre-hearing statements, briefs, motions
  • Interview witnesses and prepare witnesses for hearing
  • Lead on post-administrative proceedings
  • Provide feedback on strategies to increase efficiencies, improve processes, and raise awareness as to how processes work
  • Ensure integrity, respect, and fairness all times while executing duties
  • Appreciate the USEF Mission and Vision, and Strategic Plan
  • Perform other duties and special projects assigned by the General Counsel

  • Proficiency in relevant software platforms, including Word, Excel, and Adobe
  • Ability to prepare own documents, research, and communication
  • Strong interpersonal and presentation skills
  • Ability to establish and maintain strong relationships within the organization’s legal department and across all business units
  • Ability to work with a team to solve problems
  • Ability to meet deadlines
  • Ability to multi-task and prioritize work
  • Ability to work in a fast-paced environment
  • Ability to use good judgment when analyzing and presenting opinions and recommendations to the General Counsel
  • Ability to work independently in highly autonomous role with little or no supervision

Education and Experience

Minimum Education:
  • Graduation from an accredited law school with a J.D. or L.L.B. degree
  • Licensed by the Kentucky Bar Association, in good standing

Experience:
Minimum 5 years of experience in law practice, either private or governmental, with particular experience in litigation or administrative law.

Physical Requirements:

  • Prolonged periods sitting at a desk and working on a computer.
  • Must be able to lift up to 10 pounds and occasional lifting and/or moving up to 25 pounds. (Anything over 25 pounds requires a two-person lift)
