The position is located in the Office of the Chief Operating Officer, Saint Elizabeths Hospital, Department of Behavioral Health. The incumbent serves as Senior Cost Reporting Specialist responsible for performing a variety of Cost Reporting and data analysis work including monitoring, posting, reconciliation, and reporting for all Hospital funds to meet reporting requirements and to support management decisions. Maintains accounting code tables, evaluates trends, and conducts cost studies. Ensures that funds are efficiently controlled and that reports accurately reflect results of financial operations. Serves as Senior Cost Reporting Specialist for all Hospital funds, including local, grants, gift funds, capital projects, enterprise and patient's personal accounts, to meet reporting requirements. Maintains accounting code tables, evaluates trends and conducts cost studies. Duties include: Evaluates trends and conducts studies. Consults and makes recommendation to the Chief Operating Officer to coordinate better planning and development of improved reporting, timely submission of documents and data required for effective financial management and the development of new financial systems and procedures. Utilizes existing D.C. Government financial accounting and procurement systems such as District Integrated Financial System (DIFS), PeopleSoft, PASS, SOAR, and Advanced Purchasing and Inventory Control System (ADPICS), etc., and the hospital Electronic Health Record systems such as NetSmart and MyAvatar. Prepares and submits annual Medicare and Medicaid cost reports and provides information requested by auditors. Perform work as an operating accountant, provide advice, make recommendations, prepare reports, respond to outside auditors, prepare recommendations, and influence management officials on findings.

A person applying for a position in the Career Service, Educational Service, Management Supervisory Service, a line attorney position in the Legal Service (series 905), or an attorney position in the Excepted Service (series 905) who is a bona fide District resident AT THE TIME OF APPLICATION for the position may be awarded a 10-point residency preference over non-District applicants, unless the person declines the preference points. If selected, the person shall be required to present no less than 8 proofs of bona fide District residency and maintain such residency for 7 consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the 7-year period will result in forfeiture of employment.

Position Designation: This position is deemed as “Security Sensitive” pursuant to Section 410 of Chapter 4 of the D.C. Personnel Regulations, in addition to the general suitability screening, individuals applying for or occupying security sensitive positions are subject to the following checks and tests:

Qualifications
Broad knowledge of principles, methods, techniques and systems of financial management, and applicable laws. District CFO's decisions, and issuances from the Office of Management and Budget and the General Accounting Office

Work Experience
5+ Years’ experience in healthcare facility with Cost Reporting requirements, knowledge of accounting principles and cost accounting concepts.
