Job Responsibilities
Under limited supervision, serves as Assistant Bridge Inspection Team Supervisor. Inspects bridges throughout District 4 including off -system structures. Records data, notes deficiencies, and makes necessary recommendations. Serves as supervisor with planning, programming and coordinating the units' inspection program and daily operations and providing oversite of regional contract inspection teams in load rating, routine and underwater inspections. Performs periodic inspection and evaluations of bridge substructure and superstructure elements including timber rot, concrete spalls and cracks, section loss due to rust, scour, settlement, and collision damage from waterway or highway traffic. Conducts both visual and tactile inspections of bridge decks, superstructure, substructure, roadway approaches, and guardrails in accordance with Bridge Inspector's Reference Manual (BIRM), the AASHTO Manual for Bridge Evaluation and National Bridge Inspection Standards (NBIS) practices and methods. Supervises and manages District Bridge Inspection Team personnel and program, performs QC/QA Bridge Inspections, and prepares inspection reports, structure inventory and appraisal sheets on all bridges in District Four. During field inspection determines the preliminary structural condition and the safe load limit until a more comprehensive structural analysis can be performed by State Bridge Management Office and/or contracted consultant personnel. Assists in coordinating between State Management and District Bridge Engineering staffs and contracted consultants on matters pertaining to bridge maintenance, inspection, and load posting. This includes coordinating inspections based on two-year intervals for all Primary and Secondary bridges; and six-month interval inspections on posted bridges and off-system bridges. Enters daily work reports and bridge deficiencies in Highway Maintenance Management System (HMMS) and Enterprise Asset Management System (EAMS). Keeps abreast with the latest bridge repair and inspection techniques and reviews Bridge Inspectors' inspection reports to ensure accuracy and timeless of reports within departmental and federal bridge program guidelines. Assists in the review of each team's inspection report and performs quality checks on inspection methods in the field, Provides responses to customers regarding bridge condition and load rating. Instructs Bridge Inspectors in the proper use of various inspection tools and equipment. Instructs unit members daily in safety practices such as flagging operations, wearing of safety equipment, vehicle safety, working near or around traffic, and other occupational hazards such as snakes, insects, plants and animals. Handles personnel matters, including interviewing and decision making for hiring, promotions and reclassifications, employee training, counseling, and disciplinary actions while assuring proper SCDOT procedures and policies are followed. Maintains an open line of communications with all employees and agency management. Assists in emergency or inclement weather operations throughout the district and state including operating inclement weather equipment and performing special inspections after a post event such as bridge maintenance repairs and rehabilitations, collisions, or natural disasters. May include working extended hours or extended shift operations. Performs other related duties as assigned.
Minimum and Additional Requirements
A high school diploma and six (6) years of Bridge Inspection related work experience in accordance with the National Bridge Inspection Standards; or an approved acceptable equivalence. Good knowledge of engineering as it relates to structures. Experience in Bridge Inspections. Good physical condition (climbing and maneuvering to inspect bridge components). Requires a Class "A" CDL.
