EMT Certification Pay - 8.5% of base pay


The City of Oceanside is currently hiring for Senior Beach Lifeguard. There are currently two full time positions available.
A Senior Beach Lifeguard safeguards an assigned area of the beach, pier, and/or ocean; performs preventative actions such as giving safety warnings and monitoring for safety hazards; performs safety interventions and effects rescues in surf, open ocean, river/streams, municipal piers, harbor and boating areas and roadways; issue safety advisories and warnings to general public; educate public on safety issues related to beach and ocean environments; responds to requests for information from the general public; prepares reports and statistical data of daily activities; administers first aid and CPR when necessary; enforces rules and regulations pertaining to the beaches and the pier; operate and maintain lifeguarding and specialized rescue equipment, vehicles and watercraft; check oxygen tanks, first aid kits and rescue tubes; perform preventive maintenance and repairs; utilizes proper resources to ensure personal and public safety; participates in and assumes control of all rescue, first aid and aquatic emergencies until relieved by a supervisor; assists in briefing subordinate personnel concerning conditions; performs other related duties as assigned.
Knowledge of:

  • Advanced operations, services and activities of a professional Beach Lifeguard service.
  • Boat rescue operations
  • Knowledge of principles and practices of modern lifesaving techniques, small boat safety, and operations of equipment and apparatus used
  • Knowledge of Emergency Medical Technician practices and procedures including specialized first aid techniques
  • Knowledge of basic law enforcement policies and procedures and Municipal Ordinance Codes and their application to the assigned area
  • Approved lifesaving methods for water safety and rescue of swimmers.
  • Appropriate placement of safety equipment and its usage.
  • Public relations principles.

Ability to:
  • Swim with endurance and proficiency at a level necessary to perform assigned duties.
  • Immediately evaluate emergency situations and act decisively and effectively in response to the situation.
  • Maintain composure in emergency situations.
  • Operate and maintain lifeguard and emergency rescue equipment in an efficient manner.
  • Administer cardiopulmonary resuscitation (CPR) according to prescribed methods.
  • Understand and carry out oral and written instructions.
  • Communicate effectively, both verbally and in writing.
  • Swim in adverse weather and surf conditions for extended periods of time and perform ocean rescues under said conditions.
  • Size up emergencies and adopt effective courses of action and to assist in directing such activities until relieved by a supervisor.
  • Enforce various rules, regulations, codes, and laws as pertain to marine safety operations.
  • Maintain excellent public relations.
  • Safely operate an emergency rescue vehicle.
  • Work a flexible schedule including weekends, holidays, early morning, and evening hours.
  • Jump from piers, jetties, and moving vessels.

Experience and Training
Experience: 1,000 hours worked in employment as a Beach Lifeguard.
Training: A high school diploma or equivalent, supplemented by specialized training in open water lifeguarding.
License/Certificates:

  • A current, or ability to obtain and maintain, a valid California Driver's License,
  • Possession of a valid Emergency Medical Technician certificate,
  • Possession of an appropriate, valid C.P.R certificate,
  • United States Lifesaving Association (USLA) Introduction to Open Water Certificate.

Must obtain within 18 months from date of Hire:
  • Personal Watercraft Rescue Operator certificate,
  • Basic SCUBA certificate,
  • Swiftwater Rescue Technician certificate,
  • PC 832 certificate,

As a condition of employment,the incumbent must obtain a Personal Watercraft Rescue Operator certificate, Basic SCUBA certificate, Swiftwater Rescue Technician certificate, and PC 832 certificate within eighteen (18) months from the date of hire.
Internal candidates: Failing to obtain a Personal Watercraft Rescue Operator certificate, Basic SCUBA certificate, Swiftwater Rescue Technician certificate, and PC 832 certificate, within eighteen (18) months from the date of hire will be reverted to their previous classification, if applicable.
Performance Test: The Performance Test is scheduled for Saturday, March 23, 2024. It will consist of a 600 yard swim test (10 minutes or less), and an ocean swim test consisting of a run-swim-run (1/2 mile run, 800-meter swim, 1/2 mile run) in less than 27 minutes. Failure to complete the event within the prescribed time will result in disqualification.
Oral Board Examination: The Oral Board Examination is tentatively scheduled for March 27, 2024 and will consist of structured questions from a panel of subject matter experts.
Exam dates are posted as a courtesy only and are subject to change. Candidates will be notified of their scores and eligibility after the completion of the testing process. Candidates who successfully complete the examination process will be placed on the Eligibility List which will remain valid for six months.
Environmental Conditions: Incumbents are required to work at a public beach and in ocean water and are exposed to inclement weather conditions often with insufficient protection from the sun; moving mechanical parts, cold, heat, electrical hazards, dusts, blood, bodily fluids, contaminated water, extreme temperatures for prolonged time periods, intense noise, workspace restrictions, aggressive and/or noncompliant members of the public and potentially violent situations.
Physical Conditions: Maintaining physical condition necessary for swimming, sitting, kneeling, bending, and standing for prolonged periods of time; speaking and hearing to exchange information; visual acuity to assess variety of situations and respond to those situations; read and interpret information. Incumbents may be required to work extended hours including evenings, weekends, and holidays.
Selection Process: All properly completed applications and supplemental questionnaires will be reviewed and the most appropriately qualified individuals will be invited to continue in the selection process. Failure to provide all required application materials will result in disqualification to continue in the selection process. The process may include any combination of a written examination, skills assessment, and/or an oral board interview to assess job-related experience and skills. Candidates who successfully complete the selection process will be placed on an eligible list that will remain valid for a minimum of six months.
