Internal Close Date: 10/31/2023 Grade level: M-3 Salary: $99,653 - 143,943* per year *Salary range adjustment isanticipated. Note: Starting pay rates are ultimately determined by the scope of the position, the candidate's relevant experience, and internal equity. New employees typically start in the lower half of range, but experts in their field may be considered for starting pay rates in the top half of the range.

Department/Location: Legal Summary The primary purpose of this position is to perform professional legal work and regulatory compliance activities with a focus on general corporate law affecting a public agency. Position involves a variety of corporate and transactional work, including drafting and reviewing basic real estate documents, commercial leases, and funding agreements. Provides counsel and advice on employment matters.

All activities must support the Minneapolis Public Housing Authority's ("MPHA" or "Authority") mission, vision, and values. Essential Duties and Responsibilities The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties and skills may be required and assigned, as needed.

Provides advice and counsel in legal matters involving the agency, including employment matters, data practices, public expenditures, open meeting laws and others. Provides legal review and drafts a variety of contracts and agreements including basic real estate documents, leases, and other corporate contracts. Assists Human Resources in personnel matters including discipline and discharge, due process, and review and drafting of human resources policies, in accordance with local, state, and federal laws and regulations.

Provides and assists in staff training on Agency policies. Supervises paralegal regarding corporate/business entity work and redevelopment/basic real estate transactions affecting the Agency. Counsels and advises the Agency on fair housing and related laws and statutory and regulatory compliance with HUD, MDHR, MDCR, EEOC, ADEA, ADA and Section 504 of the Rehabilitation Act.

Assists with investigations involving MDHR, MDCR, EEOC, ADEA, ADA, and internal discrimination complaints. Although not a "litigation" position, may be asked to attend housing court, conciliation court, state court and appellate court as required. Performs other related duties as assigned.

Performs special assignments as requested by General Counsel or executive management. Participates in MPHA committees as assigned. Performs other related duties as assigned.

Applies feedback for continued growth by mastering concepts needed to perform work Work Environment This position includes an option for a voluntary hybrid telecommuting arrangement, following successful completion of the initial training program and in coordination with the supervisor. This option will be discussed during the interview process. Please note that hybrid telework arrangements are only an option when the telework location is in the State of Minnesota.
