We are excited to introduce a leadership role as the Senior Associate General Counsel in preparation for the new Department of Children, Youth and Families (DCYF). The Senior Associate General Counsel will work alongside counterparts in the Department of Human Services with the intent to transfer the role to DCYF once it is established.
The Senior Associate General Counsel willprovide legal expertise to the Department of Human Services and Children, Youth, and Families. The Senior Associate General Counsel will conduct legal and policy research, perform analysis on diverse and complex matters, provide legal advice, and produce written products for a variety of audiences and purposes related to contested cases, litigation monitoring, Olmstead Plan, and general compliance duties.
Responsibilities include but may not be limited to:
  • Act as legal advisor and delegated decision maker to the Commissioner on family and group family day care, childcare centers, child foster care, and adult foster care contested licensing cases, and employment disqualification appeals, and on Surveillance and Integrity Review (SIRS) appeals. The incumbent will be the lead team member on these matters.
  • Provide legal counsel to Department-wide compliance staff to minimize legal risk to the Department.
  • Perform general functions of the General Counsel's Office as needed.

Qualifications
Minimum Qualifications
**To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month, day and year for each job held.**
  • Juris Doctorate (JD) degree from an ABA accredited law school.
  • Current license and in good standing to practice law in Minnesota.
  • At least 5 years' experience as a practicing attorney in Administrative Law or Civil Litigation.
  • Experience must demonstrate the following:
    • Strong legal research, analysis, and writing skills;
    • Building and maintaining good working relationships with internal and external stakeholders;
    • Providing legal advice to executive leadership on diverse and complex issues; and
    • Knowledge of both federal and state statutes, regulations and policies relating to the licensing of human service programs.

Preferred Qualifications
  • Knowledge of and experience handling issues related to state and federal privacy laws as they relate to human services programs.
  • Experience representing clients in civil litigation.
  • Experience working with the Attorney General's Office and/or State government agencies.
  • Variety of experiences working effectively with others from different backgrounds and cultures.
